These 6 individuals died in the past couple of weeks. For the sake of ensuring consistent reporting, we count each death on the date that the case is reported to us in the County. COVID-19 TIER UPDATE FOR YUBA-SUTTER On Tuesday, the State updated tier assignments and the county tier map at covid19.ca.gov. The update on 1/5 by the State is based on data from the 12/20-12/26. Not surprisingly, Yuba & Sutter, along with 53 other counties and 99.6% of the state’s population, remained in the purple tier with the following official metrics:... Yuba: Case rate of 49.4 (-24.8), Positivity rate of 18.6% (-2.7%) Sutter: Case rate of 55.3 (-22.9), Positivity rate of 20.1 (-0.8%) Keep in mind this data is slightly dated and local data shows: Yuba: Last week 55.5, so far this week (Sun/Mon): 90.8 Sutter: Last week 64.9, so far this week (Sun/Mon): 90.8 The average statewide case rate per 100k during the timeframe was 74.1 (-19.0) and the average positivity rate was 15.0% (+0.5%). The positivity rate is an indication of spread in the community as it takes into account how many tests were performed. Worsening conditions in other counties, especially in Sothern California, combined with improved conditions in Yuba-Sutter, move us up slightly in the statewide ranking. Statewide Ranking - Case Rate (unadjusted): Yuba: 35 out of 58 counties Sutter: 40 out of 58 counties Statewide Ranking - Positivity Rate: Yuba: 52 out of 58 counties Sutter: 55 out of 58 counties I’ve seen it mentioned that our positivity rate is high as not as many of our residents get tested and there is some truth in that. See below for the metric tests per 100k population and our statewide ranking (with #1 being the highest number of tests per 100k). There was a slight drop in the testing rate, and ranking, in both Yuba & Sutter compared to the last reporting period. Yuba: 342.9 tests per 100k, ranked 48 out of 58 counties Sutter: 367.3 test per 100k, ranked 43 out of 58 counties Speaking of testing, based on the reported case rate and positivity rate for the period, we can calculate about 1474 tests were done in Yuba County (~210 per day) and 2037 were done in Sutter County (~291 per day). This represents a drop in testing from the previous week. About the Position: The County of Yuba is currently recruiting for the position of Supervising Juvenile Corrections Officer in the Youth Services Division of Pr...obation. Under limited supervision, the incumbent will plan, assign, direct, organize, train, review, supervise and evaluate the work of a shift of Juvenile Corrections Officers which provide supervision, care, basic counseling and security for youth to ensure the safety and security of the youth in the detention facility and/or at the Maxine Singer Youth Guidance Center Camp Singer. This position directs the work of other support staff during an assigned shift and exercises initiative and independence in the performance of assigned responsibilities. Performs other duties as assigned. Ideal Candidate: The ideal candidate will possess the ability to lead by example, while motivating all assigned staff for continued success and development. Must be knowledgeable in youth guidance and basic counseling principals. Must be able to work independently when necessary but possess a teamwork mentality. Help to ensure appropriate policies and programs are compliant with Federal, State and Local laws. Qualifications: Minimum: Associate’s Degree from an accredited college/institution with course work in psychology, administration of justice/criminology, sociology, social work, general studies or a related field and four years of experience equivalent to the County’s class of Juvenile Corrections Officer II. -OR- Bachelor’s Degree from an accredited college/institution and two years experience equivalent to the County’s class of Juvenile Corrections Officer, which includes at least one year at the County’s class of Juvenile Corrections Officer II. Note: Candidates with strong experience who lack the degree are encouraged to apply. Preferred: In addition to the minimum requirements, Bachelor’s Degree from an accredited college/institution in Psychology, Administration of Justice/Criminology, Sociology, Social Work or a related field and additional years of experience equivalent to the County’s class of Juvenile Corrections Officer II. Working Conditions & Environment: Typical detention public safety setting; exposure to potentially difficult or dangerous individuals, exposure to blood/airborne pathogens. Work any scheduled shift as assigned; including evening, night, weekend, and holiday shifts. Complete the Supervising Juvenile Corrections Officer Core Course of instruction, certified by the Board of State and Community and Corrections (BSCC) within one year of appointment. Must successfully complete additional required certified instruction annually thereafter. Licenses & Certifications: The ability to obtain and maintain a valid California Class C driver’s license throughout employment. Possess and maintain a valid First Aid/CPR Certificate, California 832 PC Certification for limited peace officer status, BSCC Standards and Training for Corrections Juvenile Core Course Certificate. About Youth Services: The Tri-County Juvenile Rehabilitation Facility provides youth detention services to the communities of Yuba, Sutter and Colusa Counties. The facility operates under a Joint Powers Agreement between the three counties. Yuba County Probation is the administrative agency responsible for the management and daily operation of the facility. The shared goal of facility staff is to provide services that will assist the youth in successfully reintegrating back into the community. Examples of Duties: * Supervise, assign, plan, schedule, organize, train, review and evaluate the work of Juvenile Corrections Officers and direct the work of other support staff on an assigned shift. * Assist with defining, designing, implementing, and evaluating staff training and development programs; provide or coordinate staff training; train and instruct staff in job duties and County, departmental, and divisional policies, or arrange for training to be provided; provides guidance to support professional development of staff. * Complete performance evaluations of subordinate staff; evaluate staffs’ job performance and conformance to regulations; provide direction, encouragement, and praise through regular feedback sessions; discuss job performance problems with staff in order to identify causes and issues, and to work on resolving problems; recommend discipline and implement discipline procedures as needed/directed. * Monitor, ensure and enforce compliance with operational policies and procedures, as well as laws and regulations governing operations such as institutions and facilities. I'm hearing two (related) concerns from people in Yuba County who dropped their ballots off at a polling place on election day: 1) The status of their ballot at BallotTrax (https://california.ballottrax.net/voter/) doesn't yet show it as received. 2) Why hasn't their vote been counted yet?... Vote-by-mail ballots received through Friday were processed, counted, and included in the results at 8:50pm on election night. There were about 16,000 of them. Results from in-person voting (about another 3000 votes) were counted and reported a little after 11pm on election night. Vote-by-mail ballots received after Friday (about 10,000 ballots), including those turned in on election day, take multiple days to process and count. Before even being opened, they must be organized and the signature on each one checked. This is the case with every single election, but it's getting more attention this time. Yuba County elections estimate having the majority of those ballots processed, counted, and results posted by Monday. The status of your ballot is unlikely to change until they get done validating your signature, and then uploading the list of validated ballots to Ballottrax, who sends out the notification. Many people have also expressed outrage that the presidential race in California, and other states, was called before any (or all) votes were counted. Keep in mind that is just the media announcing the projected winner and there is no legal winner until all votes are counted and certified. That timeline varies by state. In Yuba County, about 70% of registered voters regularly vote-by-mail. In future elections, you can help make results more timely by ensuring your vote-by-mail ballot is received by Yuba County Elections no later than the Friday before the election. **Added Info about Ballot Status** Also, if the status of your vote-by-mail ballot is "Completed/Ballot Accepted - Your ballot has been accepted! Your ballot was received by your county elections office and will be counted", you should not expect another update when your ballot is actually counted. Once your VBM ballot is processed and separated from the envelope, it is no longer traceable back to an individual voter. So, there is no way to send a notification after it passes through the machine and is counted.

John and Anna discussed some VERY IMPORTANT topics for Yuba County residents, including: - Seasonal precipitation amounts in California are the most varied in the nation and climate change is expected to make it even more extreme.... - What are atmospheric rivers and why they have a significant impact on both flooding and water supply in Yuba County. - What is Forecast Informed Reservoir Operations and how Yuba Water Agency, in partnership with Scripts and others, when combined with a secondary spillway at New Bullards Bar will reduce flood risk not only in Yuba-Sutter but as far south as Sacramento.
