NMUSD Board Meeting Brief To continue to follow our local and state guidelines, our Board of Education meeting will be a virtual meeting. Please see links below... for access to Board Meeting live stream link and online form to submit public comments. October 27, 2020, NMUSD Board of Education Meeting: Meeting starts on October 27, 2020, at 6 pm Habrá interpretación al español a través del mismo enlace de Zoom Public Comment may be submitted prior to the meeting via electronic submissions no later than Tuesday, October 27, 2020 by 9:00 a.m. The NMUSD Board of Education meeting agenda is posted online the Friday prior to the meeting. Visit NMUSD website to view the full NMUSD Board of Education meeting agenda and access links to submit comments and participate in zoom meeting. Below are two items that may be of specific interest: 15.a. COVID-19 Update 16.a. Approve Start Dates and Instructional Model for Reopening Secondary Schools Grades 7-12 in Level 2 Board Meeting Overview Board meetings are where elected officials conduct the business of the school district. Agendas for regular meetings of the NMUSD typically consist of a closed session and an open session. Closed session agenda items are confidential and cannot be shared with the public. If the board agenda contains a closed session, the topics will be routinely related to confidential employee or student issues and/or pending litigation. The Board may also discuss various negotiations with its chief negotiator in a closed session. Open session items are non-confidential agenda items in which the board conducts its business in view of the public. Open session agenda items are divided into the following sections: Public comment is provided so that members of the community can speak to the Board. If a speaker addresses an issue that is not on the agenda, the Board is restricted from responding to the speaker. If a speaker addresses an issue that is on the agenda, the Board may respond when the agenda item is scheduled to be addressed in the agenda. The purpose of the open meeting law, commonly referred to as the Brown Act, guarantees that public organizations will only make decisions or address issues that have been publicly posted. Public comments on non-agenda items do not meet this threshold. Presentation is when an item is being presented to the Board or from the Board. Examples include presentation of a check or proclamation to the Board, or the Board presenting a Distinguished Service Award to a staff member. Report is a verbal communication from staff on a topic of interest to the Board. Consent calendar items are routine items of business that occur on a regular basis. The board will approve the consent calendar in one vote, unless the board pulls it for discussion. Often, consent calendar items are related to contract renewals, construction change orders, purchase of previously approved instructional materials, supplies and routine approvals required by state law. Discussion/action calendar items are required to be publicly approved separately. Items in this category are new items that have not been previously approved, require a policy change, or are related to compensation changes for all employees.

NMUSD Secondary (grades 7-12) School Reopening Proposed Dates (The following information excludes Cloud Campus, and Special Day Class students) Earlier this mon...th, the Newport-Mesa Unified School District Board of Education took action to delay the secondary school (grades 7-12) transition to Level 2 - Hybrid in-person instruction in order to further assess the support structures for student learning while in-person and at-home within the Level 2 Hybrid model. This decision allowed an opportunity to review and enhance the instructional model to better support students under these challenging circumstances caused by the pandemic. PROPOSED DATES TO TRANSITION TO IN-PERSON INSTRUCTION At the upcoming board meeting on October 27, the District will recommend that all secondary schools (except Back Bay, Monte Vista and Early College High Schools) transition to Level 2 - Hybrid in-person instruction on November 9, 2020. The District will also recommend that Back Bay/Monte Vista High School transition to Level 2 - Hybrid in-person instruction one week earlier, on November 3, 2020. Early College High School will remain in distance learning due to the challenges related to the alignment with the Coastline Community College system. PROPOSED REVISED HYBRID MODEL In addition, a revised hybrid model for Level 2 will be recommended at the board meeting. Features of the revised hybrid model address concerns related to the frequency of student/teacher interaction, student support, and the ability to learn at-home while remaining at their current school. The recommended hybrid model will consist of: Two cohorts to reduce the number of students on campus at one time by approximately 50% Two days of in-person instruction, two days of at-home learning, and one half-day distance learning per week During at-home learning days, students and teachers connect during the assigned period At-home learning may include simultaneous, synchronous, asynchronous, and/or independent learning. This provides more frequent teacher-student contact focused on providing continuity of instruction. As needed, there will be an option to learn at-home every day while remaining at current school Student support with teachers is included four days a week in the bell schedule One half-day per week will be dedicated to ongoing teacher professional development and/or meeting time including strategies and practices specific to hybrid instruction FRIDAY, OCTOBER 30, 2020: NON-STUDENT INSTRUCTIONAL DAY If the start dates are approved as recommended, Friday, October 30, 2020 will be a non-instructional day for secondary students in order to allow teachers time for professional development as they make final preparations to transition to hybrid in-person instruction. No instruction will be provided on this day. (This excludes Early College High School, Special Day Classes (7-12), Elementary (PK-6) and Cloud Campus) HEPA AIR CLEANER FOR ALL ELEMENTARY AND SECONDARY CLASSROOMS While High-Efficiency Particulate Air (HEPA) cleaners are not required for our classrooms, since we have fully functioning ventilation systems in our classrooms, the District will provide HEPA cleaners for all elementary and secondary classrooms. HEPA cleaners force air through a fine mesh that traps particles. This is an addition to our already enhanced ventilation practice that meets the state guidance, such as replacing and upgrading filters and increasing ventilation time before and after occupancy.

Important - tomorrow is now a student day and they will not be physically going to school on Monday. Please check your email for the message from the district. At a special board meeting on October 8, 2020, the Newport-Mesa Unified School District Board of Education took action to delay the secondary school (grades 7-12) transition to hybrid in-person instruction no later than December 17, 2020. This change will not impact elementary schools, students currently receiving Special Day Class services (TK-12), or the Cloud Campus. Due to this delay, Friday, October 9, 2020 will once again be a student instructional day for all secondary students.

Please make sure you are checking your emails and voicemails from the school. There will be a lot of information in the next several days. I wanted to make sure everyone got the following message from our principal. Thanks! Trojan Families, Last Friday, you received information from the Newport Mesa Unified School District regarding a modified schedule for Tuesday-Friday. For those students that are starting school on October 12th, in Hybrid Learning: Tuesday and Thursday -... there will be no Office Hours. Friday, will be a non-student day. We are thankful for our community and are excited to have our students back. In the upcoming days, you will receive information on our Bell Schedule, your child's cohort, and a parent and student video that you can refer to regarding schoolwide expectations. We look forward to working in partnership with you! Thanks, Dr. Potnis
