Here's the master plan from 2002. It wasn't built.

Sadly, the St. James Advisory Task Force was informed today that the Mayor's and City Manager's Offices no longer support the St. James Revitalization project that came from the design contest with a Leavitt Pavilion. With all the discounting of fees for downtown high-rises, it was probably doomed from the start.
