From SANDAG on the BuildNCC Construction Blog: Overnight Street Closures Planned in Encinitas Closures in effect tonight (7/18) at Santa Fe Drive and tomorrow night (7/19) at Encinitas Boulevard... Motorists are advised that eastbound Santa Fe Drive will be closed at Interstate 5 (I-5) tonight from 9 p.m. 5 a.m., and eastbound Encinitas Boulevard will be closed at I-5 tomorrow night, Thursday, July 19, from 9 p.m. 5 a.m. The closures are necessary for crews to pour concrete for the new retaining walls on the south sides of each road. All on- and off-ramps will remain open at each intersection during the closures. Westbound Santa Fe Drive and westbound Encinitas Boulevard will also remain open at all times. Please see maps below for detour information. Advance notification and detour signs will be posted on Santa Fe Drive, Encinitas Boulevard, and I-5. Rail Work Planned Early Saturday Morning on San Elijo Lagoon Double Track Project Early morning rail maintenance work is scheduled to take place in Cardiff-by-the-Sea on Saturday, June 30, from 12:01 to 7 a.m. This work is part of the LOSSAN San Elijo Lagoon Double Track project and being completed during a planned freight train service absolute work window. An absolute work window is a specified period of time where trains will not run. Crews will be performing work on the t...rack between approximately Chesterfield Drive and Montgomery Avenue. Nearby residents and businesses can expect intermittent noise and lights during early morning hours while construction activities are taking place. All reasonable steps will be taken to minimize impacts to residents. About Build NCC Build NCC is a collaborative effort between SANDAG, Caltrans, and United States Department of Transportation. The first phase of construction is in the cities of Solana Beach, Encinitas, and Carlsbad as part of the North Coast Corridor Program. Build NCC includes extending the existing carpool lane on I-5 in each direction from Lomas Santa Fe Drive to State Route 78, double tracking the rail line and replacing the highway bridge at the San Elijo Lagoon, replacing the rail bridges at the San Elijo and Batiquitos lagoons, restoring the San Elijo Lagoon, and constructing nearly 10 miles of new bike and pedestrian trails. Westbound Manchester Avenue Closed Saturday, June 9 and Early Sunday, June 10 at Interstate 5 for BuildNCC Project Motorists are advised that westbound Manchester Avenue will be closed at Interstate 5 (I-5) between the northbound off-ramp and the southbound on-ramp, beginning 12:01 a.m. on Saturday, June 9 through 3 a.m. on Sunday, June 10. This closure is required to allow construction crews to conduct paving work on the road under I-5. Eastbound Manchester Avenue and all t...he on- and offramps will remain open during this work. Westbound vehicles on Manchester Avenue will be detoured to northbound I-5, exit to westbound Birmingham Drive, and re-enter southbound I-5. Motorists can then continue southbound or exit to westbound Manchester Avenue. Advance notification and detour signs will be posted on Manchester Avenue and I-5. During the closure, access for bicyclists and pedestrians will be maintained. Westbound bicyclists and pedestrians may experience short delays as they will be flagged through the area. San Diego County Fair off-site parking and shuttle operations will continue to operate out of the San Elijo campus of MiraCosta College on Manchester Avenue. Shuttles and fairgoers in personal vehicles who want to use westbound Manchester Avenue will be directed to use the short detour and should expect short traffic delays. Upon completion of this paving work on Sunday morning, traffic lanes will be shifted to the north side of the road and motorists should expect narrowed lanes. The traffic configuration and number of lanes will remain the same. Following this closure pedestrian access will be maintained on the south side of Manchester Avenue. 05/17/18 - Successful Outfall Tie-in Shutdown Project Update: Successful Outfall Tie-in Shutdown... Cardiff-by-the-Sea, CA, May 17, 2018 Construction work continues on the Land Outfall Replacement Project by the San Elijo Joint Powers Authority and general contractor, J.R. Filanc. Project information can be found at www.sejpa.blogspot.com and www.sejpa.org. Here are the key updates on our progress: After 52 years of service on the existing outfall, the SEJPA is now connected to the new HDPE outfall pipeline. The team successfully completed the first of two critical tie-in shutdowns on 5/10 to connect SEJPA and City of Escondido to the new outfall system. The team also redirected the City of Escondido flows to the South line of the Escondido regulator vault in order to begin construction of the North line. This requires a deep excavation in the Nature Center driveway to demo the interfering portions of the existing outfall and connect the new outfall system to the regulator structure. Once the North line is constructed, the south line will be connected to the north line and the new outfall system. Next, the new pipes will be pressure tested for quality assurance. A second shutdown is planned for 5/19 in order to perform these next steps. Similar to the last shutdown, we anticipate no additional impacts to the community. The beach worksite and roadways will be restored to pre-existing conditions over the coming weeks (as seen in the picture below.) Ongoing trenching work in Manchester Avenue is expected through May 2018 and may temporarily impact traffic and access to the San Elijo Nature Center. Every effort is being made to reduce any inconvenience to the community. Here are the key updates on our progress: Bypass system installation at Cardiff State Beach continues in preparation for connection of the new to the existing Ocean Outfall. (See photo below.) Excavation and installation of the new 30-inch HDPE pipe in Manchester Avenue is ongoing in preparation for tie-in connections at the treatment facility. Construction at the SEJPA water reclamation facility entrance is ongoing, including trenching, installation, and fusing the 30-inch HDPE pipe to the new land outfall pipe. Ongoing coordination continues with the Lagoon Restoration Project and Sand Replenishment Program west of the beach worksite. 03/30/18 - Outfall Bypass Preparation, Ongoing Manchester Ave Trenching, and Nature Center Trenching Project Update: Outfall Bypass Preparation, Ongoing Manchester Ave Trenching, and Nature Center Trenching... Cardiff-by-the-Sea, CA, March 30, 2018 Construction work continues on the Land Outfall Replacement Project by the San Elijo Joint Powers Authority and general contractor, J.R. Filanc. Project information can be found at www.sejpa.blogspot.com and www.sejpa.org. Here are the key updates on our progress: Work at the beach continues as the contractor prepares to install the bypass system, which includes exposing and cleaning the existing pipe 30-feet below the workpad (see picture below). Excavation is ongoing in the San Elijo Nature Center driveway in preparation for the tie in of the new land outfall pipeline to the existing outfall system. At times, the driveway and parking lot will be closed or reduced to one lane. The pedestrian access will remain open and off-street parking is available on the east side of Manchester Avenue, east of the Nature Center. Construction at the SEJPA water reclamation facility entrance is ongoing, including trenching, installation, and backfill of a new 100-foot section of pipe this week. Ongoing coordination continues with the Lagoon Restoration Project and sand replenishment program west of the beach worksite.
