Suspect Identified in Breonna Taylor Mural Brandishing Case San Rafael, CA On Thursday, September 24, 2020 at about 6:23 pm, San Rafael Police Officers responded to the area of Las Gallinas and Freitas Parkway on the report of a person who brandished a weapon at a crowd of people. Officers that responded learned that the suspect had a bucket with water and he was washing away the mural. When he was approached by people in support of the mural, his bucket was kicked over a...nd an argument ensued. At some point during the argument, the suspect brandished a weapon (possibly a handgun or taser) at the group. The suspect fled the scene prior to police arrival. SRPD Detectives conducted follow up on this case. The detectives interviewed witnesses, victims, and reviewed many tips provided by our community in this case. Their investigation revealed the following: A male resident of Marin County went to the mural with a bucket of water and a broom to remove the mural. While he was there, he was confronted by three people who argued with him about what he was doing. One of the subjects took the bucket of water and tossed it at the person scrubbing the mural. In response to getting water thrown on him, the subject removed what SRPD detectives believe was a small taser from his pocket and pointed it at the subject who threw the water on him. He then walked quickly across the street and fled the scene. The subject who had the taser pointed at him was interviewed by responding officers the day of the event, but he gave a false name to officers and was never able to be identified. SRPD Detectives did not recover the taser used in this case but based on specific descriptions given by the witnesses it is believed the subject pointed a taser not a handgun at the victim. The case was sent to the Marin County District Attorney’s Office for review and they declined to press charges in this case. We are not identifying the suspect by name due to no charges being filed. # # #

SRPD Detectives Arrest Two in Conjunction with Carjacking Case San Rafael, CA On August 7, 2020, at about 6:13 pm, SRPD units responded to the Bret Harte Market at 93 Woodland Avenue, San Rafael, for a report of a carjacking that just occurred. SRPD Dispatch advised units that three suspects just stole a white Chevy Impala with an unknown license plate and that one of the suspects stated he had a gun.. While enroute to the area, a SRPD Officer spotted a white Chevy in the a...rea of B Street and Second Street. The vehicle matched the description of the stolen vehicle. The officer along with several other SRPD units, conducted a high risk traffic stop. Officers learned that the vehicle stopped was not a match. The carjacked vehicle was later recovered in Vallejo. Detective Corporal Lilah Gavlick was assigned as the lead investigator in this follow up investigation. Detective Corporal Gavlick along with detectives from the SRPD Investigations Bureau followed up on leads including re-intervewing the victim and witnesses, reviewed video surveillance, and canvassed the area for additional witnesses. Through the investigation, Detective Corporal Gavlick was able to identify two people that were involved in this case. Both individuals were present and had a part in the crimes committed, but neither of them were the person who carjacked the victim and took the vehicle. On October 21, 2020, Detectives from SRPD arrested Daisy Elizabeth Rodriguez, a 23 year old resident of San Rafael, and David Mata Alvarado, a 25 year old resident of Novato. Rodriguez and Mata Alvarado were booked at the Marin County Jail on the following charges: Rodriguez: 32 PC (Every person who, after a felony has been committed, harbors, conceals or aids a principal in such felony, with the intent that said principal may avoid or escape from arrest, trial, conviction or punishment), 186.22 PC (Participation in a Criminal Street Gang), 182(a)(1) pc (Conspiracy to Commit a Crime), and 3455(b)(1) PC (Violation of the Post Release Community Supervision (PRCS) terms). Mata Alavrado: 215 (A) PC (Carjacking), 422 PC, (Criminal Threats) 186.22 (A) PC (Participation in a Criminal Street Gang), 182 (A)(1) PC (Conspiracy to Commit a Crime) The third suspect is still outstanding and this case is still being actively investigated.
