One Safe Place could really use your help today on this Giving Tuesday. 2020 has been a difficult year for everyone, especially our non-profits. Yesterday, a Limited Stay At Home Order was issued by the California Department of Public Health, effective this Saturday, November 21st. The order requires that all gatherings with members of other households and all activities conducted outside the residence, lodging, or temporary accommodation with members of other households cease between 10:00pm PST and 5:00am PST, except for those activities associated with the operation, maintenance, or usage of critical infrastruc...ture or required by law. This curfew provision is for counties in the purple tier. The Redding Police Department does not have adequate resources to proactively go to homes and businesses to determine if they are in violation of this curfew order, nor can we respond to calls for service from the public requesting enforcement of this order. Callers reporting curfew violations to our dispatch center, Shascom911, will be referred to Shasta County Public Health. I have concerns about the spread of Covid-19 in our community and encourage everyone to follow public health guidelines, but this is a public health issue and not a criminal one. A curfew order, such as the one issued, may have significant Constitutional implications and enforcement would only result in negative outcomes with the community we are here to serve. Our County continues to see a surge in cases and hospitalizations. I encourage you to use safe practices to stop the spread, especially this Thanksgiving. It is with a heavy heart that we mourn the passing of a community icon, Retired Chief of Police Robert (Bob) Blankenship. Chief Blankenship started his career at the Redding Police Department in 1972. He promoted through all RPD ranks before becoming Chief of Police in 1988. He was instrumental in developing statewide policies for law enforcement response to domestic violence incidents. He served on the State of California Peace Officer Standards and Training (POST) Commissi...on and served as President of California Police Chiefs Association. He was a Graduate of the FBI National Academy. Chief Blankenship Retired in 2002. Chief Blankenship hired me in 1994 after RPD received our first Community Oriented Policing Grant. That grant provided the funding to develop our first ever Neighborhood Policing Unit. He has been a mentor to me throughout my career and I spoke with him often. He was always willing to be a sounding board and never hesitated to shed some words of wisdom. He will be missed. Memorial services are pending. RPD staff will wear memorial bands on their badges and our flag will fly at half staff pending his services.
