Know Before You Go. Background Information Two years ago, California voted no on Proposition 10, which would have allowed local governments to adopt rent control on any type of housing. Today we are fighting a similar battle. Today, landlords can increase rent prices to market rates w...hen a tenant moves out (a policy known as vacancy decontrol). Proposition 21 would allow local governments to adopt rent control on housing units, except on (a) housing that was first occupied within the last 15 years and (b) units owned by natural persons who own no more than two housing units with separate titles, such as single-family homes, condos, and some duplexes, or subdivided interests, such as stock cooperatives and community apartment projects. Voting Yes Would: A "yes" vote supports this ballot initiative to allow local governments to enact rent control on housing that was first occupied over 15 years ago, with an exception for landlords who own no more than two homes with distinct titles or subdivided interests. Supporters believe that this would enable cities to pass limits on rent increases to protect California families who are one rent hike away from being driven out of their neighborhoods by corporate landlords. They believe it is a crucial step towards fighting the growing rates of homelessness and gentrification. Voting No Would: A "no" vote opposes this ballot initiative, thereby continuing to prohibit rent control on housing that was first occupied after February 1, 1995, and housing units with distinct titles, such as single-family homes. Opponents believe that this will discourage developers from creating more housing, affordable or otherwise. They warn that this move could decrease revenue for the city of Los Angeles and the state as whole amid a pandemic.
