In a recent report by the Terner Center for Housing Innovation, California renters still struggle to pay rent as counties re-opens. Nearly 55% of renters and 40% of homeowners have experienced a loss of employment since March. Center on Budget and Policy Priorities released an analysis on new data reporting that 1 in 3 adults had trouble paying for household expenses for the last seven days. This is especially acute for Latinx, Black, and Asian households. The analysis also reveals that nearly one in six renters are not caught up on rent, one in five Latinx and Asian renters, and one in four Black renters. On October 8th, U.S. Department of Housing and Urban Development issued a proposed rule in the Federal Register to further implement the Housing Opportunity Through Modernization Act of 2016 (HOTMA) and making additional unrelated regulatory changes to the Housing Choice Voucher (HCV) and Project-Based Voucher (PBV) programs.
