LOOKING AHEAD: DIVERGING DIAMOND INTERCHANGE TO PROVIDE NEW LOOK TO STATE ROUTE 99 IN CERES State Route 99 in Ceres will have a very different look in just a fe...w years, when Caltrans breaks ground on an innovative Diverging Diamond interchange at Service Road. Currently, there is no interchange at Service Road - but the project to build the Diverging Diamond is scheduled to launch in 2022. The Diverging Diamond has a very different look from the traditional interchange, which has ramps that often require vehicles to stop at a traffic signal, or the cloverleaf interchange that uses circular ramps to deliver vehicles to the street. It's a new concept to California: The State Route 120/Union Road Diverging Diamond Interchange Project in Manteca - which begins later this year - will be the first in the state. The Federal Highway Administration (FHWA) notes that one of the features of the Diverging Diamond is that it makes it easier for motorists to make left-hand turns as they exit the highway. Check out the FHWA's Diverging Diamond video below -- it provides a thorough step-by-step ride through the interchange. Rather than being forced to wait for their traffic signal to turn green and then make their left-handed turn in the face of oncoming traffic - which can lead to collisions and long lines of vehicles on the off-ramp - the design allows motorists to make a left turn without fear of colliding with an oncoming vehicle. The same goes for vehicles who are turning left from the surface street onto the highway on-ramp. That turn is no longer made while a motorist is facing oncoming traffic. . There are only 14 potential conflict points on a Diverging Diamond interchange, the FHWA said, while traditional interchanges have up to 26 points of conflict. A blending of good design principles, signage and pavement markings make driving through a Diverging Diamond an intuitive experience. The interchange is friendly to pedestrians, cyclists and others in active transportation, reducing the risk of conflicts with vehicles while still allowing people to cross over the highway. The Diverging Diamond delivers more for less, the FHWA points out, because it allows more vehicles to pass through than a traditional intersection. It also reduces the likelihood vehicles will be forced to wait in long lines on the off-ramp.

CSAC’s estimates of county Highway User Tax Account (HUTA) and Road Maintenance and Rehabilitation Account (RMRA) revenues for fiscal years 2018-19 and 2019-20 are now available on the CEAC website: http://www.ceaccounties.org/. As always, these estimates are based on total fuel tax and vehicle fee revenue projections developed by the Department of Finance. Recall that DOF’s projections for FY 2018-19 RMRA funding assume 12 months of funding accrued through June 30, 2019 and apportioned to counties between September 2018 and August 2019. The same timeframe will apply to RMRA in FY 2019-20 and all future fiscal years.
