Today, the Department of Interior delisted the gray wolf from the Endangered Species Act. Ranchers across the American West have lost livestock because of ever...-growing gray wolf populations with no way to protect their herds from this threat. Additionally, families are defenseless should their pets, or even children, become threatened by a gray wolf attack. Gray wolf populations have exceeded recovery expectations for years, and three Administrations have tried to delist the gray wolf from the Endangered Species Act. President Trump and Secretary Bernhardt finally got it done. Turning gray wolf population management back over to states and tribes will give back local control and inevitably save cattle, sheep, other livestock, and families from the threat of a grey wolf. This is a great win for the West, and I thank the Trump Administration for consistently prioritizing agribusinesses and public safety across America. See more

First time for everything... BOS ‘Citizen’s Arrest.’ That’s right, Mr. Richard Gallardo conducted a legal citizen’s arrest on the entire Board of Supervisors a...t today’s meeting, including me, alleging illegal meetings among other items. Of course, I would not knowingly participate in an illegal meeting, but that’s up to the Sheriff and the DA to determine the validity of the charges. I think Mr. Gallardo did a great job. Would like to have heard the rest of it. His presentation was cut short. I guess there’s a first time for everything... well, unless you count my last arrest as part of a fundraising stunt for APD. News - 10/04/2020 Incident Overview Map showing August Complex Fire area and zone divisions Image options: [ Full Size ] USDA Forest Service and CAL FIRE are engaged in a coordinated response to manage and suppress the August Complex. The Complex consists of multiple fires that have burned together and are collectively known as the August Complex. The August Complex began on August 17, 2020. The August Complex is being managed by PNW Team 2 - Allen in the South Zone (what had been the Doe Fire), Alaska Incident Management Team (IMT) 1-McDonald in the North Zone (what had been the Elkhorn Fire), and CAL FIRE Team-Parkes in West Zone. The Alaska IMT will transition the northwest portion of the North Zone to the PNW Team 2. The August Complex has grown to 1,002,097 acres and is 54 percent contained. Please refer to the map to the right showing the entire August Complex (click the "full size" link below the map for a closer view). Weather: Warm and very dry conditions continue. The temperature will be 88-93 in the valleys and 75-80 in the higher elevations. Winds will be light. Another day of heavy smoke is expected in the lower elevations. Humidity will be 10-15%. South Zone Update - Mendocino National Forest: On Sunday, overhead teams continued to reassign resources, build strategy, secure communications, and move crews and equipment to strategic positions near the west and northwest perimeter of the August Complex. In the south zone, crews continued to patrol the fire perimeter, Lake Pillsbury and Rice Fork. A new incident management team is traveling to the forest and will be arriving Wednesday, Oct. 7 to manage the South Zone of the August Complex. Over the last week, the August South BAER team conducted reconnaissance and assessments of the southeastern side of the fire. The team has narrowed its assessment focus to approximately 521,000 acres. BAER surveys are rapid assessments that evaluate the burned area to identify watersheds having increased potential for post-fire flooding, sediment flows and rock slides. BAER emergency response efforts are focused on the protection of human life, safety and property, as well as critical cultural and natural resource values such as the water quality of streams and wetlands on National Forest System lands. As in previous shifts, multiple fire engines and water tenders will continue to patrol containment lines along the long southern perimeter of the fire from Eel River to Paskenta. North Zone Update - Shasta-Trinity, Mendocino and Six Rivers National Forests: (Redding, CA) The August Complex has been divided into four zones: Northwest, Northeast, South and West. The dividing line between the Northeast Zone and the Northwest Zone is along South Fork Mountain, crossing State Route 36 near milepost 56 and continuing north along the South Fork Trinity River. Two zones will provide more supervisory personnel, increased oversight and improved the effectiveness of fire resources. Crews who have been working in the Ruth Valley will be the same to preserve that continuity. Smoke is expected to stay in valleys throughout the day. Light wind at mid-slopes and ridgetops today will be from an easterly direction, and winds may shift to upslope in the afternoon. Northeast Zone Yesterday, lower winds and smoky conditions moderated the fire’s behavior, but it continued to spread due to low humidity and dry fuels. Firefighters took advantage of these moderate conditions to strengthen existing containment lines and work directly on firelines where possible. Along the northern edge of the fire, dozers on both sides of the South Fork Trinity River are building line to tie in with crews working from the east along Forest Road 14. Multiple contingency lines utilizing forest roads and old fuel breaks, northwest of Post Mountain to South Fork Trinity River, are also being improved utilizing dozers followed by hand crews and masticators. Fire crews secured a 6-acre spot fire, yesterday, south of SR 36 in the Rattlesnake Creek drainage near mile marker 68. SR 36 remains closed from the Trinity County line east to State Route 3, due to active fire, hazardous trees and heavy fire traffic. The fire that spotted over the fire line near Round Mountain, approximately 5 miles south of Wildwood, has become well established and is in the upper Beegum Creek drainagean area that is difficult to access. There, firefighters are engaging in direct suppression where possible and continue to strengthen contingency lines. The community of Wildwood remains in an Evacuation Warning status as of this morning. Crews are assessing and developing structure protection plans in Wildwood, Platina, and nearby communities. Northwest Zone Yesterday, crews responded to and extinguished several spot fires that moved over the line near the SR (Hwy) 36 and South Fork Ridge area. Fixed wing aircraft equipped with infrared sensors were used last night to gain further information that will aid firefighters in locating and snuffing out any further spot fires. Contingency and alternate lines are being identified in the event that the fire moves further north. Firefighters successfully conducted firing operations to reduce fuel in order to protect the Journey’s End structure as well as others in the area. This will attempt to pinch off the fire as it backs down the hillside. Spot fires are being put out and mop up will continue around the southeast side of Ruth Lake. Crews will take advantage of the reduced vegetation within the previous Gobbler and Lassics Fires to slow the spread from Black Lassic towards the west side of the Ruth Lake. In the Zenia area, crews will improve dozer contingency lines in anticipation of possibly carrying out night firing operations. By doing this in the evening, crews hope to take advantage of the higher humidity and lower winds to safely provide a slow creeping fire to reduce fuel between the fire front and the contingency lines. Along this front, this continued coordination with CAL FIRE is critical to our success is containing this fire. Where crews cannot directly fight the fire due to terrain or safety concerns, they are using indirect techniques such as anchoring to road systems and using dozer lines for containment well ahead of where the fire is currently burning. West Zone Update CAL FIRE Mendocino, Humboldt-Del Norte & Trinity Units: CAL FIRE’s unified team and the U.S. Forest Service are engaged in a coordinated and collaborative response to take suppressive action on the August Complex, which has been reconfigured into four zones, to effectively provide a response for the communities at risk. Due to resource draw down throughout the state, CAL FIRE’s Incident Management Team requested the California National Guard to assist with fire suppression efforts and as a result of CAL FIRE’s request, 138 National Guard personnel are assigned to the incident. Additionally, resources from across the state of California as well as Montana, Texas, Washington and New Jersey have been assigned to assist on the August Complex-West Zone. The August Complex-West Zone has burned 129,299 acres, peaking at a span of 266 miles of fire line to date, and is 55% contained with approximately 1,600 firefighters battling the fire from the air and the ground. Overnight, the fire vigorously burned with wind-driven torching, spotting and fire runs observed within the interior. Firefighters continued to persevere as smoke and embers pushed back towards crews as they worked to reinforce containment lines, identify any hazards, build indirect lines for firing operations, insert hose lays to support fire lines and protect structures. Today crews are faced with another hot, and dry day. Challenging conditions remain with active spot fires within heavy timber and steep rugged terrain. Assistance continues on the August Complex North Zone. Incident Commanders are actively monitoring the fire burning in the Yolla Bolly-Middle Eel Wilderness, which is part of the August Complex North Zone. Structures in Forest Glen, Ruth Lake, Hidden Valley, Trinity Pines/Post Mountain, Wildwood and Platina are threatened by fire spread. Short range spotting and fire spread toward Hidden Valley has increased potential for impact to structures. The fire has breached Highway 35 and is established in the headwaters of the Middle Fork of Beegum Creek. In the south zone, fire behavior is limited under smoke inversion. When the air clears, the fire is expected to have short durations of active fire behavior. Outlook Planned Actions Northeast Zone: Crews on the western side of the Zone will focus on structure assessments and point protection around structures in the Forest Glen and Hidden Valley communities. Northwest Zone: Continue to construct and reinforce containment lines and focus on structure within the fire perimeter. South Zone: Patrol containment lines along the fire perimeter and around structures at Pillsbury Lake and Rice Fork. Projected Incident Activity Northeast Zone: Active fire is expected overnight until smoke builds back in over the fire limiting activity. Crews should plan on additional fire spread down the Middle Fork of Beegum Creek. Northwest Zone: Fire will remain active in heavy fuel loads and older fire scars on the west/northwest flank of the fire. Firing operations will continue to help secure the wilderness boundary. Forest Service Extends Closure Orders and Fire Restrictions in California VALLEJO, Calif. The USDA Forest Service Pacific Southwest Region announces that curr...ent closure orders and fire prohibitions in California have been extended. This decision will be evaluated daily, taking fire and weather conditions into account. The fire prohibition includes building, maintaining, attending, or using a fire, campfire, or stove. Nine National Forests (NF) in California remain closed: Angeles NF, Cleveland NF, Los Padres NF, Inyo NF, U.S. Forest Service - Klamath National Forest, San Bernardino NF, Sequoia NF, Sierra NF, and U.S. Forest Service - Six Rivers National Forest. This decision will continue to be reviewed daily. Nine other National Forests may be open to varying degrees. Visitors should contact the following National Forests for more information on their status: Eldorado NF, U.S. Forest Service - Lake Tahoe Basin Management Unit, Lassen National Forest, U.S. Forest Service - Mendocino National Forest, U.S. Forest Service-Modoc National Forest, Plumas National Forest, U.S. Forest Service - Shasta-Trinity National Forest, U.S. Forest Service-Stanislaus National Forest, and the U.S. Forest Service- Tahoe National Forest. The West is on fire and our firefighting capabilities are overextended. There have been 26 fatalities and over 3.1 million acres burned in California just this ...year. This urgent situation is the product of neglected forests and decades of bad forestry policy. My colleague Senator Steve Daines, members of the Congressional Western Caucus, and I sent a letter to congressional leadership, urging them to take up the Emergency Wildfire and Public Safety Act, that will serve as a long-term solution to our forestry problem and prevent wildfires from ravaging the West in the future. This fire season is a prime example of how badly this legislation is needed, and leadership in the House and Senate need to consider it immediately.
