AFSCME 2620 and the State Reach Settlement on new Personal Leave Program!!!!!! The AFSCME 2620 Meet and Confer team met with the State on May 27, June 2, 3, 15, and 22 2020 to discuss the Governors pay reduction proposal impacting all state employees effective July 1, 2020. We reviewed available options including but not limited to: direct pay cut (furlough), elimination of holidays, elimination of PDD/CEU days, even reducing vacation/annual leave accrual.... We concluded that a PLP (Personal Leave Program) plan was the best option that had the least impact on our membership overall. The alternative to this tentative agreement was to do nothing and allow the Governor to deduct 10% from our members salary or to impose layoffs. This tentative settlement agreement is subject to approval of our Local 2620 membership via mail-in ballot and approval of the State legislature. Highlights of the agreement includes the following: A reduction of salary of 9.23%, not a cut in base salary but a temporary reduction in pay; Suspension of the 3% Pre-funded medical retirement (CERBT); For a total net reduction of 6.23% of our gross pay; Trigger language providing that if the State receives additional Federal funds (e.g., Heroes Act or other federal legislation) or if the State’s revenue increases, salaries will be restored; Establishment of two 8-hour days per month (PLP 2020 leave bank), which equals more time than a 6.23% of salary would have provided; A two year agreement of PLP 2020 - provides protection against additional compensation reductions for a 2 year period; PLP 2020 can be used in the month that it is accrued, once the program is implemented; No impact on health benefits, seniority or pension calculations; Any accrued leave (PLP 2020) must be used by June 30, 2027, and used ahead of other leave banks. Time-limited leaves will still be available annually; Employees on voluntary PLP may opt out during this time period, at their discretion.
