How do you summarize 43 years of commitment and service in a couple of minutes?? Fred Ichtertz started with the housing authority through a work experience program on May 1, 1977. The agency leadership at the time saw his value and hired him on staff. He served as a Maintenance Worker III until August 1992. His Title has changed over the years-- but he has served as A LEADER in this organization since 1994 - MORE THAN 26 years as our Facilities Manager, Administrator, and ...most recently Director. What we say at YCH is Fred knows where everything is buried and built!. You can simply ask about El Rio Villas III for example and he can say when it was built, when the roofs were replaced, when the upgrades were performed, and what it needs going forward. To say we will miss his unique set of skills, wisdom and INSTITUTIONAL KNOWLEDGE is an understatement. We will also miss his willingness to do anything for you, most any time, any day! His great turkey rotisserie and bbq beans! His smile and even his scowl. His PRESENCE! Fred really can make his presence known. We will even miss his office -- in that unique Fred style. But we are SO HAPPY for you Fred as you move forward into the retirement chapter of your life. We are happy that you will be able to spend time with your family and especially your first grandchild. Please join us with saying not goodbye but see you around and THANK YOU for everything you as an individual and as a leader have done to help BUILD and SUSTAIN the Housing Authority of the County of Yolo.

After almost 14 years, our current CEO, Lisa Baker, will be leaving YCH after June 30, 2020. We thank her for her service and wish her well in the next chapter of her life. Ms. Baker came to YCH during a difficult time in the Agency's history. During the last 14 years, the Agency has been mission focused, growing in total units and expanded services to new populations in need. Along the way, we have weathered many changes - the Great Recession, federal Sequestration and fundi...ng cuts, rising housing costs and homelessness, climate change, and now, the COVID-19 pandemic response. Here are just a few highlights of what the Agency, Board and staff have accomplished during her tenure: -Stabilized the Agency and adopted a balanced budget; -Added 264 affordable apartment homes, with 85 more in construction in West Sacramento; -Added an additional 104 affordable managed apartment homes; with the additional acquisition of Pine Tree Gardens East due to close as of 6/30/2020; -Added over 400 Housing Vouchers to the Agency's toolbox, and expanded into serving homeless veterans, those experiencing chronic homelessness, adult foster youth, creating 2nd chance programs for those leaving incarceration; -With West Sac and the County, created Yolo's 1st Housing First model through Bridge to Housing; -Expanded into comprehensive housing and community development grants management to work in concert with YCH resources to add additional housing units and complete neighborhood improvements such as Esparto's Esperanza I and II, Davis' Walnut Windmere rehabilitation, Winters' Blue Mountain Terrace, the Westucky Water/Sewer improvement project and others; -Invested in improvements to public housing to improve energy use and resident comfort including window replacements, water and LED lighting improvements, drought tolerant plantings, portfolio wide appliance upgrades. Along the way, YCH has been committed to quality services and it shows by the honors the Agency has received: -23 awards from the U.S Department of Housing and Urban Development, including twice being named PHA of the Year for our region; -3 national Awards of Merit -1 national Award of Excellence -1 Special Recognition from the City of Davis for energy and housing -over 20 awards for safety, risk management, and innovation
