HOT CREEK Hot Creek continues to produce great fishing. The best fishing has been during the middle of the day when the Baetis come off. Fishing a dry/dropper rig will do the job until the hatch gets going, then you can ditch the dropper. LOWER OWENS The lower river is on fire, especially the stretch between P.V.R. and the campground. The river has come up from its winter level and is running around 225 cfs with fish eating midges, Baetis, caddis and craneflies. If you've never tried Euro style nymphing, now is the time and this is the place. One angler can hook 40+ fish in a few hours with this technique. You can also pick up fish on dries along the bank but you won't get nearly as many grabs. Today the California Fish and Game Commission voted unanimously to grant the CDFW Director the ability to temporarily delay, suspend or restrict recreational fi...shing if the director of CDFW, in consultation with the president of the Commission, finds that such action is necessary to protect against the threat from COVID-19 based on state, federal, local, and tribal public health guidance and public safety needs. This action is designed to be responsive to local county level and tribal needs, such as requests CDFW and the Commission received from Alpine, Inyo and Mono counties to delay the April 25 Eastern Sierra trout opener. EAST WALKER RIVER The river is back down to 85 cfs which is a little surprising; hopefully the flows come back up soon. Still, the fishing has been great throughout the river. You will find trout eating the usual spring insects including midges, Baetis and Skwalas. We have also seen a few early caddis down in the the lower river. Most of the fish are being caught on nymphs under an indicator or Euro style. You can even find a few Browns willing to come up for a stonefly dr...y if you're fishing below the bridge. Streamers are another good idea if you get tired of staring at an indicator! To address concerns, the California Department of Fish and Wildlife would like to confirm the following facts addressing county and tribal requests regarding re...creational fishing during the current public health emergency. Neither CDFW nor the Fish and Game Commission has proposed a statewide closure of recreational fishing. Neither intends to do so. The proposal is based on formal requests from local counties to consider restrictions to address health and safety concerns associated with the COVID-19 pandemic. Link to the proposal: https://nrm.dfg.ca.gov/FileHandler.ashx Given the dynamic nature of this public health emergency, CDFW and the Commission simply seek a faster, streamlined ability to be responsive to local counties and Tribes. The proposal is specific and narrowly tailored. For a short time (only until May 31, 2020), CDFW would have an improved ability with limited authority from the Commission to respond to local counties and Tribes. This emergency regulation would expire far sooner than emergency regulations are typically effective (which is 180 days) The CDFW Director could only act in consultation with the Commission President, and only after considering public health and safety guidance from local and Tribal governments. After all those criteria, CDFW could temporarily suspend, restrict or delay sport (recreational) fishing. That’s it. Temporarily. If CDFW used this limited ability, it is required to report back to the Commission and the public in the Commission’s April and May 2020 meetings. This proposal is based on specific requests from counties concerned about the April 25, 2020 trout season opener, which is an annual event that typically draws many thousands of people to Inyo, Mono and other counties in the Eastern Sierra. This situation raises a legitimate concern at the local level regarding potential transmission of COVID-19 from outside areas, especially considering the limited health infrastructure in the small towns hosting these openers. It would be irresponsible for the CDFW and Commission to NOT be responsive to local needs in this public health emergency, where we must do all we can as Californians to help each other make it through this emergency together. CDFW has taken NO steps to limit any current hunting seasons nor would this regulation allow that. CDFW would act to reopen any suspended or delayed fishing seasons promptly, based on the same commitment to local, county and Tribal public health and safety input. Similar emergency ability during droughts has been in place since 2015 that also allows CDFW, in consultation with the Commission, to close fisheries based on environmental and fish population-based criteria. Since then, CDFW has only invoked one closure (Merced River) as the use of that authority is taken very seriously and only used as a last resort. The angling community has risen together before to do the right thing. We know that we can count on them now too.

LOWER OWENS The lower river is fishing great right now and will only get better over the next month or two. The fish are eating midges, BWO's and caddis. The water is still cold coming out of P.V.R. so most fish are still stacked in the pools and slow sections but a few trout are moving into the riffles just prior to the BWO and caddis hatch. The hatch doesn't last very long so be sure to be ready with an extra rod rigged with a dry when it does happen. UPPER OWENS The Upper river is fishing o.k. with some lake fish still in the system. Try fishing nymphs and streamers for shots at some of the bigger fish and be sure to cover lots of water. Access has been great thanks to the lack of snow so far this winter although we expect that to change with snow in the forecast for this week. Some of the best fishing of the year is only a few weeks away when our spring caddis hatch brings huge rainbows to feed on the surface. We can...'t wait! HOT CREEK Hot Creek has been fishing great! Most of the fish are running on the small side but there are always a few surprises to be found down there. You will see the usual spring bugs with midges and BWO's on the menu. Try nymphing in the morning until you start to see fish rise then switch over to dries while the BWO hatch lasts. SCEIRINE RANCH Conditions on the ranch are similar to the California side with the added bonus of some stonefly activity. The Skwalas have been hatching over the last few weeks and the females have been egglaying in the afternoons. Believe me, the browns have taken notice! The best conditions for an epic stonefly grab are breezy but warm days that knock the bugs out of the willows and into the river. This is one of our favorite times of year to fish down in Nevada so be s...ure to swing by Ken's and pick up a license and some Chubby Chernobyls. East Walker River The river is now running around 55 cfs. The fishing has been good if you can find a decent break in the weather. Trout are concentrating on midges and BWO's with most fish coming on nymphs fished along the bottom. If you find yourself down below the bridge don't forget to try stonefly nymphs as well. The best fishing is still during the warmest part of the day when the mayflies become active. If you're in the right spot, you may get into a few fish wil...ling to eat up top during the hatch.
