THM's Heritage Art Gallery Artist Spotlight: CHRISTY STAPLETON Each week THM will be highlighting an artist that is currently featured in our virtual art exhibition, "Vibrant Luminosity: The World of Watercolor." This weeks artist is Christy Stapleton.... Ms. Stapleton resides in Tulare, Ca and has been creating whimsical artwork, as well as writing and illustrating her own children’s books. She works in a variety of mediums including acrylics, pastels, colored pencils, watercolor, and paper mache. Christy strives to create enchanting, light hearted works of art that produce warm smiles from her audience. We currently have two of Christy's children's books for sale in our gift shop! On this day in Tulare in 1922...Tulareans proudly purchased Sequoia Gasoline, refined right here in Tulare! In 1920, W.B. Poole purchased the old American Union Oil Refinery south of town. The original refinery began operations in Tulare in 1913. Poole owned his own refining patent for the cracking process, which he worked on at his new plant, along with his own experimenting station and laboratory. In late 1921, Poole sold the refinery to J.D. Cameron of Los Angeles, a...nd the Tulare County Refinery began in 1922. The refinery, with crude oil from the Sunset Field in Kern County, produced their own high grade brand of gasoline known as Sequoia Gasoline, which was distributed throughout the county. Other crude oil products were also produced there and a filling station was also constructed on site. Poole purchased his own filling station in Tulare and remained a strong supporter and advocate for Sequoia Gasoline. #ERZ100 On this day in 1971, Z-Gram #88 was issued, Advances of Pay. This Z-Gram allowed for advances in pay when it is needed the most, between a change of duty stations. Prior to this, personnel could receive monies to help offset their moves, but only after the move itself. Our purpose in exercising our advance pay authority is to enable Navymen to have in hand during a move the cash needed to execute the move without having to visit dispersing offices enroute or to have to submit claims at their duty station until after they have settled in, completed their leave, and reported for duty.
#ERZ100 On this day in 1971, Z-Gram #87 was issued, Navy Uniform. This Z-Gram announced changes to the Navy uniform, as the result of a Navywide poll conducted at the end of 1970. Moreover, it will bring the Navy into line with its sister services by providing one uniform from Seaman to Admiral. Finally, it represents my most earnest desire for one Navy, united in purpose, striving for common goals. -AND- #ERZ100 On this day in 1972, Z-Gram #113 was issued, Career Counseling Program. As an expansion of the current active enlisted career counseling and retention programs at sea and on shore, this Z-Gram established new career counseling billets, in order to give personnel even more career counseling opportunities.
Here’s a cold refreshing drink for a warm day like today! Beginning in 1936 Tulareans enjoyed their own refreshing drink, bottled right here in Tulare! Dick Gustave started the Pepsi-Cola Bottling Company on the Lindsay Highway and became the Tulare-Kings County distributor for Pepsi-Cola. In 1938, the operation was moved in town to Cross Avenue. Gustave, owner and general manager of the operation, later became President of the California Pepsi Cola Bottlers Association. ... #ERZ100 On this day in 1939, Elmo Zumwalt Jr. entered the United States Naval Academy at Annapolis, Maryland as a Midshipman. During his three years at the Academy, Midshipman Zumwalt was made a Company Commander in 1941 and a Regimental Three Striper in 1942. Zumwalt served as President of the Trident Society and Vice President of the Quarterdeck Society. He also participated in intercollegiate debating, and was two-time consecutive winner of the June Week Public Speaking Contest.

This special program, created by the CNO, allowed for a select group of Officers to be afforded an opportunity to pursue graduate education studies that were compatible with their specialties at colleges/universities of their choice.
June is Dairy Month and the dairy industry has long been a predominant part of Tulare's life. The milk bottle itself, in a sense, is one of the symbols of Tulare and Tulare life. This vintage pint milk bottle is from the Tulare Creamery Co. which started in 1922 on the corner of 'L' Street and Inyo. Its first manager was George Nielsen. In 1929 until the early 1940s, the creamery was operated by Peacock Dairies Inc. and also began distributing Peacock Ice Cream, "The Cream... of the Valley." By the early 1930s, the Tulare Creamery Co. merged with the Kern County Creamery of Bakersfield, which at the time operated the largest dairy on the Pacific Coast. #ERZ100 On this day in 1972, Z-Gram #112 was issued, Collateral Duties. This Z-Gram was issued in a continued effort to reduce unneeded administration and paperwork. As a result, 4 collateral duty positions were absorbed into the existing command structure and 8 other duties were completely dissolved. Commanding Officers shall retain the prerogative of assigning specific functions as collateral duties where they feel such action will assist in the administration of their command in the most efficient manner.

This Z-Gram was issued after previously formed CNO Officer and Enlisted Retention Study Groups found that the majority of Navy personnel were not informed about the current status of legislative proposals that would affect them. This Z-Gram outlined and explained current legislative proposals. The legislative process is often long and arduous with many pitfalls along the way.
