The Korea Foundation and the USC Center on Public Diplomacy co-hosted a virtual seminar on April 16th, 2020 at 5 PM under the theme of Crisis Management and Public Diplomacy during Coronavirus: Lessons from South Korea. Dr. Youngmee Jee, a member of the WHO COVID-19 Emergency Committee and a member of the WHO R&D Blueprint Scientific Advisory Group shared with the audience South Korea’s agile response to the Covid-19 outbreak: Testing, Tracing and Treatment. She highligh...ted fast testing kits and the drive-through sampling method which allowed 538,775 Korean citizens to be tested to date, with 20,000 samples taken per day. Safety Protection Mobile App and COVID-19 Smart Management system were developed by government in order to track the infected quickly. Mild cases were sent to community treatment centers while hospitals were reserved only for severe patients. Social distancing has been in place through transparent and clear messaging coordinated at all levels of government. Dr. Geun Lee, President of the Korea Foundation talked about Korea’s model to successfully contain the infection which was made possible thanks to the following factors: 1) well prepared public health and medical system, highly qualified medical and public health professionals, universal health insurance 2) highly educated and public minded civil society, 3) public-private partnership in providing facial masks and testing, 4) flexible and agile responses from government, 5) effective information technology for tracing and sharing data. Over 300 participants joined from 30 different countries, asking numerous questions such as the challenges faced at an early stage of tackling the virus, the importance of health diplomacy in the future, and suggestions for the U.S. in its effort to respond to COVID-19.
