Due to fast rise in profits, farmers in Michoacan Mexico, are now facing a pandemic of extortion and kidnappings from local criminal organizations. Although the New Generation Jalisco Cartel (CJNG) have reportedly extorted the avocado industry since the 1990s and the Familia Michoacana since 2009, recent surge in profits has raised the eyebrows of other criminal organizations such as the Knights Templar, a faction of the Familia Michoacana. In Michoacan, both the (CJNG), Vi...agras (a branch of the Nueva Familia Michoacana cartel) and the Knights templar extort avocado growers, charging a monthly protection payment to the farmer to protect their farm from opposing cartels and local theft. However the cartels have dominated the industry by capitalizing on all aspects of the cultivation, production, and transportation of the avocados. Even to go as far as taking a cut of fertilizer and pesticides sales to farmers from local business and charge farmers a fee for every box of avocados packed and trucked away. It is known that many of the cartels have bribed government officials in the agriculture industry for information confirming who owns avocado farms in the area, size of the farm, and the yearly yield. With this information criminal organizations extort the farmers by charging additional fees per hectare cultivated and by kilogram exported. Farmers who lie or hide sales, ownership of land, or yield per year face risk of kidnapping or murder of employees and family members. Additionally many of the cartels force towns to turn over 10% of municipal budgets as they control so much of the land in the area through farms. In August 2019, 19 people were massacred and displayed in three locations in Urapan. It is believed this public display of violence is linked to a territorial war between the CJNG and the Viagras. The balkanization of the older large Drug Trade Organizations into competing factions gaining momentum in 2017 has created significant challenges in eradicating criminal behavior in Mexico. Organizations that were once hierarchical and based on family ties are now being replaced with smaller organizations that are loosely networked and are far more nimble, resisting the imposition of norms to limit their violence as they compete for power, territory, and resources (CR, 2019...).
