As you know, the fiscal year 2021 adopted budget for the Chapman Estate fund was balanced, Administrative Services Director Nadia Feeser said at a Jan. 5 Pismo Beach City Council meeting. But due to reduced entry fees from COVID-19 impacts, limiting gatherings, and the inability to rent the Chapman Estate for venues without an accessible restroom, we’re projecting a negative $28,000 ending fund balance as of the end of the fiscal year.

"Between 2015 and 2019, nearly $6 million in reserve funds were depleted," the report reads. "This was primarily due to administrative and accounting errors, poor fiscal planning, and improper management guidance."

The water board's Dec. 8 comments list several qualms about the basin and the plan, including that shallower domestic wells could "experience substantial impacts" if groundwater trends continue. It says the plan does not address the extent to which domestic wellsas well as public water systemscould be impacted.

Despite declining enrollment and tuition revenue amid the pandemic, child care providers are required to clean more often, provide personal protective equipment to students and staff, offer distance learning support services, and look after smaller and separated groups of children, which all require more staff time and more money. "We're not making any money," Bright Life Playschool owner Kimberly Love said. "We're barely breaking even trying to wait this out."

"A year ago, we had 50 beds and a handful of staff. And now we have 120 beds, three shelters, and over 20 staff. It's been an unprecedented year," ECHO CEO Wendy Lewis told New Times.

"I don't know about you guys, but it's really starting to feel as if 2021 might be worse than 2020."

Amy and Jaime's Place took over the space that held the Wellness Kitchen during the summer of 2020, but they are forging their own path with a spot offering an ever-changing breakfast and lunch menu and local giftable items. As the publicly sponsored health plan for Medi-Cal in San Luis Obiso and Santa Barbara counties, CenCal Health received the best marks among all 56 Medi-Cal plans in California for timeliness of prenatal and postpartum care. Santa Barbara County earned the top spot, while San Luis Obispo County came in second. Both counties additionally rated in the top 5 percent nationally among all Medicaid plans for the same category.
