Tattoo Fear in Covid 19 in America and in Canada and around the globe When I started tattooing in 1977 in NYC there were 10 states that had banned tattooing in ...the US. I worked underground in New York City. Because there was an ordinance banning tattooing for all who were not medical professionals. There was a court case brought by tattoo artists that went to the NY State Supreme Court to fight the attempted ban on tattooing in NYC. Tattooing won -- it was decided that Tattooing was a viable business and form of self-expression and should be licensed and regulated by the Health depart. With a new mayoral administration there came a new environmental health officer- June Baumgartner, She decided she was going to personally ban tattooing by creating a health ordinance that stated Considering that tattooing pierced the skin it was by it’s nature a medical process! This medical procedure should only be practiced by medical professions. Creating a de facto ban on Tattooing in the five boroughs despite the NY State Supreme Court finding for the tattoo artist plaintiffs. This held until 1992 This fear-based banning of tattooing is not a new Idea! The first serious call for a ban on tattooing came under the Roman Emperor Constantine, after his father's death, Constantine fought to take power. He became the Western emperor in 312 and the sole Roman emperor in 324. Constantine was also the first emperor to adhere to Christianity. He issued an edict that protected Christians in the empire and converted to Christianity on his deathbed in 337. First Council of Nicaea, (325), the first ecumenical council of the Christian church, meeting in ancient Nicaea (now znik, Turkey). It was called by the emperor Constantine an unbaptized catechumen, who presided over the opening session and took part in the discussions one of which was a ban on tattooing to stop the legionnaires’ from returning to Rome with tattoos making them extremely popular in the culture (one of the first of the military traditions of tattooing) You should well know that as Christian missionaries and Jesuits as they made their way around the world took every opportunity to extinguish tattooing. Hawaii and the Sandwich Islands were among the first to go. One might say thank God they could not reach the deeply remote pacific Polynesian islands or we would not have the great traditions like Micronesian traditions. How does any of this relate to the Covid 19 current stance by California you might well ask! It shows the cultural memory of Puritan Christian and Judean ethics in modern America. These social mores have led to tattoo shops to be listed as a SIN BUSINESS in the state of NJ and others. Acupuncturists are required to be trained and take Bloodborne pathogen training to achieve their license to practice. Once established they have never been inspected again they never have to develop ongoing training credits in California or NY State! This current climate in California and many other states during the Pandemic of 2020 that has resulted in long term shuttering of tattoo studios is the direct result of a cultural attitude toward tattooing! There is the science that would restrict certain overcrowded conditions and create new protocols for the practice of tattooing certainly we have already made those adjustments. In compliance with the Environmental Health departments. Yet we have no lobbyists working tirelessly for us we are not organized and a national level let along with a state level. We are traditionally stubbornly independent artists. We are not the boogieman that people conceive from cultural history! We are not the criminal class! By the way, governments instituted the first use of tattooing in the criminal class! Dating back to the Greek culture of marking slaves and Criminals with marks depicting their owners and crimes. It's time to come into the 21st century when considering tattooing as an ART FORM! And a VIABLE business! There is no concrete evidence of Covid contact in any Tattoo Shop in the US. We are already meeting the NEW STANDARDS We are already trained and prepared We are being suppressed out of an irrational FEAR OF TATTOOING!
