BUTTE COUNTY REMAINS COMMITTED TO WORKING COLLABORATIVELY WITH THE CITY OF CHICO TO IDENTIFY SOLUTIONS TO ADDRESS HOMELESSNESS IN OUR COMMUNITIES Oroville, Cali...f. Butte County remains fully committed to our partnership with the City of Chico to identify solutions to address homelessness in our communities. An ad hoc committee consisting of two members of the Butte County Board of Supervisors and three members of the Chico City Council formed in January of 2021 for the purpose of jointly exploring solutions that could be taken back to their respective governing bodies for review and action. The identified solution consisted of a location within the core of the City of Chico, and included aluminum frame, climate-controlled pallet shelters, on site showers, restrooms, and laundry. The location was to be managed 24 hours a day, 7 days a week, and would have included on site mental health and social services. The goal was to provide unhoused individuals a location for resting and sleeping, and also to provide critical services that would allow individuals to get out of the condition of homelessness. On March 9, 2021, the ad hoc recommendation came before the full Board of Supervisors; however, days before the board meeting, the planned location fell through. Nonetheless, the Board of Supervisors approved the plan in concept, along with a commitment of $500,000. The County communicated to the City that even though the agreed upon location did not work out, the County remained committed and that the funding, along with mental health and social services, were available for another site that was in substance similar to the agreed-upon plan. After the March meeting, the County waited for the City to find a new location for the site. There was informal discussion between staff during this time, but no details were shared. Having received no update from the City, the County officially asked the City for an update. The City responded that they had been having much discussion on the issue, but due to the litigation, the discussions had been in the confidentiality they needed to remedy their legal matters. The City said it needed to complete necessary legal steps before it could share information in full. The details surrounding the current homeless resting site were not discussed with the County prior to information being released to the public. The location at the airport selected by the City is not suitable in many respects for the County to provide mental health and social services, which are key components of the solution. Butte County is committed to identifying actions which help individuals out of their condition of homelessness, and we look forward to continuing to work with the City of Chico to identify a solution.

BREAKING NEWS: PFIZER ANNOUNCES VACCINE IS 90% EFFECTIVE SO FAR, MUCH BETTER THAN EXPECTED, AND THE COMPANY COULD APPLY FOR APPROVAL THIS MONTH; STOCK MARKET GO...ES THROUGH THE ROOF; TRUMP TWEETS SUCH GREAT NEWS! by Kevin Ryan Pfizer announced this morning that test result data suggest its coronavirus vaccine may be 90% effective at preventing COVID-19, and the company is on track to apply for emergency-use approval this month. Pfizer Chairman and CEO Albert Bourla said I am very happy I never thought it would be 90%. Earlier this year, Dr. Anthony Fauci, the government’s top infectious-disease expert, said he would be happy with a COVID-19 vaccine that was 60% effective. Scientists had said for month that any COVID-19 vaccine may only be about 50% effective, similar to flu vaccines. The FDA has made clear that any vaccine must be at least 50% effective. Stock markets exploded to the upside on the news. The dow rose 1,500 at the open, which puts it in the top 5 intraday increases ever, though on a percent basis, the 5% surge in outside the top 20. The Dow is now at its all time high, and approaching 30,000. President Trump tweeted: STOCK MARKET UP BIG, VACCINE COMING SOON. REPORT 90% EFFECTIVE. SUCH GREAT NEWS! The data comes from a study of more than 44,000 people, some of whom received the vaccine, and some of whom received a placebo. The interim results suggest that almost all the infections counted so far have occurred in people who got the placebo shots. No participant so far has become severely ill, the company said, and no serious safety concerns have been reported. Approval would mean a vaccine could be available by the end of the year, though initial supplies will be rationed. This is extremely promising, said Dr. Jesse Goodman of Georgetown University, former chief of the FDA’s vaccine division. Healthy Communities Resolution Adopted by Growing Number of Counties across California SACRAMENTO A growing number of counties have passed the Healthy Communi...ties Resolution a product of a collaborative meeting of 15 Northern California counties earlier this year rejecting Governor Newsom's Blueprint for a Safe Economy as unscientific and counterproductive. The counties are insisting on a more data-based approach to the COVID-19 pandemic tailored to local communities. The latest counties to pass a version of the Resolution are Placer, Orange, Siskiyou, San Luis Obispo, Lassen, and El Dorado. Several more are expected to consider the Resolution in the New Year. The Healthy Communities Resolution was drafted by Assemblymembers James Gallagher, Kevin Kiley and Megan Dahle, and Senators Brian Dahle and Jim Nielsen. Today, these Legislators released the following statement: "We are encouraged to see different counties pass variations of the Resolution that are right for them. The consensus emerging across the state is that lockdowns from Sacramento cannot stay with us in the new year. California must take a different approach to the final phase of its COVID-19 response." https://www.latimes.com//we-know-our-county-best-orange-co

Area Forecast Discussion National Weather Service Sacramento EXTENDED DISCUSSION (Friday THROUGH Monday)... Much cooler weather is headed our way by this weeke...nd. Models are coming into good agreement about a region of low pressure digging into Northern California by Friday. Cluster analysis indicates high temperatures plummet from Thursday to Friday after the expected frontal passage. High temperatures running from 5 to 15 degrees above average with highs in the 70s and 80s on Thursday are forecast to fall to 5 to 15 degrees below average with highs in the 50s and 60s on Friday. This cool airmass is expected to continue to keep temperatures below average into next week. Lets talk rain. The latest forecast projections are indicating we will probably get at least some precipitation over the higher elevations of Northern California this weekend. Forecast amounts remain very light with the highest forecast storm total accumulations less than half an inch. As far as Valley locations, the Northern Sacramento Valley has the best chance. Also with the very cold air and onshore up-sloping flow associated with this pattern change, we could also see some snow over the mountains with a dusting at pass levels possible. Gusty winds could also impact the region as this system starts to shift off to our east early next week.
