Following the release of the Los Angeles County Department of Public Health’s assessment regarding the environmental conditions and health concerns, Judge Wiley decided on May 20, 2016 to end the relocation program. However, Judge Wiley will require SoCalGas to pay for cleaning services for relocated residents to address concerns highlighted in the County’s health assessment. Deadlines to Participate in the Cleaning Program In order to participate in the cleaning program, re...sidents must affirmatively request cleaning. If a resident does not request cleaning by the following dates, they will be deemed to have declined cleaning: May 25, 2016 at 5PM for people relocated to hotels or other temporary housing being paid on a daily basis May 27, 2016 at 5PM for all others Deadlines to Return Home If those who are relocated do not request cleaning by these deadlines, relocation benefits will expire in 48 hours after these deadlines. In other words, relocation benefits will end on: May 27, 2016 at 5PM for people relocated to hotels or other temporary housing being paid on a daily basis May 29, 2016 at 5PM for all others If relocated individuals do select cleaning, relocation benefits will end for that individual 48 hours after the home is actually cleaned. The Department of Conservation's Division of Oil, Gas, and Geothermal Resources has ordered that all 114 injection wells be thoroughly tested for safety and competence before injection resumes into the Aliso Canyon natural gas storage field. The Division developed a protocol of six tests in consultation with the Lawrence Livermore and Berkeley National Laboratories. Test results are submitted by Southern California Gas, reviewed by Division staff, and then posted on this page. Wells must pass all tests within one year or be permanently sealed (plugged and abandoned).

Through the end of December, DPH received a total of 15 complaints from residents related to the oily residue. The residue was sampled and tested, and determined to consist of the relatively long-chain hydrocarbons found in crude oil. It appears that the substance was forced out of Well SS-25 in the form o...f liquid droplets, along with the flow of natural gas emanating from the well. When the oily droplets are deposited on surfaces, they dry and harden, and eventually become encrusted on the surface. This methane disaster is worse than can be sufficiently described in words, because while it’s estimated well over 100,000 pounds of methane spew into the atmosphere every hour, the leak can’t be halted, at least until spring. Even then, that stoppage depends entirely on the efficacy of a proposed fix which remains a dubiously open question. According to the California Air Resources Board, methane a greenhouse gas 72 times more impactful in the atmosphere than carbon dioxide has been escaping from the Aliso Canyon site with force equivalent to a volcanic eruption for about two months now. So far, the total leaked gas measures somewhere around 100,000 tons adding approximately one-quarter to the regular statewide methane emissions during that same time frame.
