The answer...No Your electric company bills you for watts used and a 1000watt ballast uses approximately 1000watts at 240v and 120v. If your electric company charges you .10$ per kW/H then you 1000watt light should cost you .10$ per hour. Now just add up the time the lights are on and you'll know your daily electricity cost.
