Netflix Stock Pops to New All-Time High. Netflix, set to spend upwards of $8 billion on content in 2018, will have in the neighborhood of 700 original TV shows on the service worldwide this year, according to CFO David Wells. The huge bucket of content is driving up Netflix’s subscriber base, said Wells, speaking Tuesday at the Morgan Stanley Technology, Media & Telecom Conference. The 700-range figure he cited includes 80 non-English-language original productions from out...side the U.S., such as psychological thriller Dark from Germany and Club de Cuervos from Mexico. The total encompasses both new and existing original series (such as Orange Is the New Black and Narcos). The company’s strategy continues to be, Let’s continue to add content it’s working, it’s driving growth, Wells said. Asked how much content spending is enough for Netflix, Wells replied that there’s no magic line where you know exactly where you are in terms of efficiency. In addition to original series, Netflix is planning to release 80 original films in 2018, chief content officer Ted Sarandos said last fall. He also said there’s no religion at Netflix about the source of programming, although the company increasingly intends to produce its own content. People don’t care where the stories come from, he said. We’re about having the best content. We don’t necessarily have to do it ourselves.

OSLO (Reuters) - Norway plans to spend 100 million Norwegian crowns ($13 million) to upgrade a doomsday seed vault on an Arctic island built 10 years ago to protect the world’s food supplies, the government said on Friday. The Svalbard Global Seed Vault is meant as a natural deep freeze to back up the world’s gene banks in case of disasters ranging from nuclear war to global warming. It has about 900,000 seed samples. The revamp would cover construction of a new, concrete-bu...ilt access tunnel, as well as a service building to house emergency power and refrigerating units and other electrical equipment that emits heat through the tunnel, the Agriculture Ministry said in a statement. An unexpected thaw of permafrost meant some water flowed into the entrance of the tunnel to the vault in late 2016. A decade ago, Norway said that it had cost $9 million to build the facility. In 2015, researchers made a first withdrawal from the vault after Syria’s civil war damaged a seed bank near the Syrian city of Aleppo. The seeds were grown and re-deposited at the Svalbard vault last year. This demonstrates that the seed vault is a worldwide insurance for food supply for future generations, Agriculture Minister Jon Georg Dale said in a statement. When do I need a business lawyer? Litigation vs. Transactional Work There are two overarching practice areas of law in the United States, litigation and transactional. Most people are familiar with the litigation, as this is the dominant Hollywood portrayal of lawyers. Think of any trial show you could watch on primetime TV or an array of lawyer movies. WASHINGTONU.S. Citizenship and Immigration Services (USCIS) announced today it is taking steps to implement the International Entrepreneur Rule (IER), in accordance with a recent court decision. Although the IER was published during the previous administration with an effective date of July 17, 2017, it did not take effect because the Department of Homeland Security (DHS) issued a final rule on July 11, 2017, delaying the IER’s effective date until March 14, 2018. This dela...y rule was meant to give USCIS time to review the IER and, if necessary, to issue a rule proposing to remove the IER program regulations. However, a Dec. 1, 2017, ruling from the U.S. District Court for the District of Columbia in National Venture Capital Association v. Duke vacated USCIS’ final rule to delay the effective date. The Dec. 1, 2017, court decision is a result of litigation filed in district court on Sept. 19, 2017, which challenged the delay rule. The IER was published during the previous administration to provide an unlimited number of international entrepreneurs a new avenue to apply for parole, enter the U.S., and use American investments to establish and grow start-up businesses. Parole is a discretionary grant made by the Secretary of Homeland Security and is granted only on a case-by-case basis for urgent humanitarian reasons or significant public benefit. The rule established new criteria to guide the adjudication of parole applications from certain foreign entrepreneurs, providing them with temporary permission to come to the country. The rule did not afford a path to citizenship, which only Congress can do. On Jan. 25, 2017, President Trump issued Executive Order 13767, Border Security and Immigration Enforcement Improvements, which requires the Secretary of Homeland Security to ensure that parole authority is exercised only on a case-by-case basis, and only when an individual demonstrates urgent humanitarian reasons or a significant public benefit due to the parole. While DHS implements the IER, DHS will also proceed with issuing a notice of proposed rulemaking (NPRM) seeking to remove the Jan. 17, 2017, IER. DHS is in the final stages of drafting the NPRM.
