Manteca Police Department 23.02.2021

Organized Retail Theft Arrests: On 2/18/21 at approximately 6:30 pm, a Target Loss Prevention associate contacted Manteca PD’s Organized Retail Theft investigator, Detective Brown, regarding two females in the Manteca Target. The Loss Prevention associate recognized these two females from a previous theft at the Manteca location on 1/31/21 resulting in the loss of approximately $1400 in merchandise. The two were also suspected in a large theft of over-the-counter medication ...at the Modesto Target prior to coming to the Manteca store on 2/18. The Manteca Loss Prevention associate watched the females exit the store and get into a waiting vehicle. The vehicle description was given to Det Brown who then located it leaving the parking lot. The two females along with two males were contacted in the vehicle. The males were identified as Kurtis Chappell, 37, and Devante Ayers, 30. The females were identified as Mishenna Bowman, 24, and Keoni Wyrick, 23. All four subjects were from Fresno. During his investigation, Det Brown was able to develop evidence linking the four subjects to a series of thefts in multiple cities (including the theft in Modesto and the previous theft in Manteca). A search of the vehicle yielded $7,000 in stolen medication from the Modesto theft. The four subjects were arrested on the following charges: 490.4(a)(1) PC Organized Retail Theft 487(a) PC Grand Theft 496(a) PC Possession of Stolen Property Wyrick and Bowman were found to be on felony probation. A charge of 1203.2 PC (Probation Violation) was added to their charges. The Manteca PD would to acknowledge the cooperation and efforts from Target’s Loss Prevention Team. The series of thefts associated with these individuals would likely have gone unsolved were it not for Target’s valuable assistance.

PIO: Sergeant Gregg Beall (209) 456-8164 UPDATE: TWO IN CUSTODY FOLLOWING A DRIVE-BY SHOOTING ON 2/21/21 MANTECA (CA): Over the past two days, MPD Detectives have been following up on the shootings from Saturday and Sunday. Detectives were able to identify two suspects from the shooting on 2/21/21 that resulted in a male being taken to an area hospital for gunshot wounds. ... At approximately 3:30 am on 2/22/21, members of the Manteca-Ripon SWAT team served a search warrant at a residence in the 2100 block of Brennan Ln. Two suspects wanted in connection to yesterday’s shooting were taken into custody without incident. The suspects were identified as Brandon Garcia, 32, of Manteca and Luki Aumua Tuitasi, 22, of Manteca. Both Garcia and Tuitasi will be booked at the County Jail on a charge of 664/187 PC (Attempted Murder). They will be held in a no-bail status. While SWAT was in the process of arresting the two suspects, another Detective was conducting surveillance on a separate residence. As the Detective was watching the residence, he observed an individual place a suspicious object under a car at that residence. The Detective then watched the individual get into a waiting vehicle. A traffic stop was conducted on the waiting vehicle and two subjects were detained. A check of the item placed under the car at the residence revealed it to be two incendiary explosive devices. Manteca PD’s Bomb Squad was called to render the devices safe. Brianna Maldonado, 18, of Manteca and Noble Carpenter, 46, of Manteca were arrested for the incendiary explosive devices. Maldonado was transported to County Jail and booked for 18710(a) PC (Possession of a Destructive Device), 18740 PC (Possession of a Destructive Device with Intent to Terrorize), 455 PC (Attempted Arson), 18715(a)(3) PC (Possession of a Destructive Device Near an Inhabited Dwelling) and 182(a)(1) PC (Conspiracy). She is being held on $6.7 million bail. Carpenter was transported to the County Jail and booked for 18710(a) PC (Possession of a Destructive Device), 455 PC (Attempted Arson), 182(a)(1) PC (Conspiracy) and 31 PC (Aid/Abet in a Crime). He is being held on $800k bail. They are both scheduled to appear in Manteca Court on 2/24/21. Detectives are still actively investigating this shooting as well as the homicide that occurred on 2/20/21. At this time, the two shootings cannot be confirmed to be related, but Detectives are following up on that possibility. PIO: Sergeant Gregg Beall (209) 456-8164 (Desk) MANTECA PD OFFICERS INVESTIGATE SECOND SHOOTING IN TWO DAYS MANTECA (CA): On 2/21/21 at approximately 5:36pm, Manteca PD Officers were dispatched to the intersection of E Yosemite Ave and Commerce Ave for a report of a shooting with a subject hit by gunfire. Officers arrived on scene and located the victim. He was alert and conscious. Officers provided first aid until EMS arrived. The male was then transported to an area hospita...l for treatment. Detectives have arrived on scene and have taken over the investigation. Today’s shooting was in the same general location as yesterday’s fatal shooting. While it is possible that these two incidents are related, investigators cannot confirm that at this time. The Manteca PD would also like to stress that these shootings (yesterday and today) are not being treated as random incidents.
