What's eco: California's first environmental law, against hydraulic mining debris ... About 15 miles from Nevada City, and over 130 years ago, hydraulic mining ...sent an estimated 12 billion tons of debris into the Yuba and Feather Rivers. Silt accumulated in San Francisco Bay at an astonishing one foot per year -- but not as fast as tempers at the Anti Debris Association, which collected evidence for an epic environmental legal coup: Woodruff v. the North Bloomfield Gravel Mining Company. In 1882, Marysville resident Edward Woodruff filed the suit in San Francisco's Ninth Circuit Court. Over 2,000 witnesses and 20,000 pages of testimony later, Woodruff prevailed. The resulting Sawyer Decision imposed strict laws regarding debris sent downstream, in essence ruling that all tailings must stop. Some believe the Sawyer Decision is California's first environment law. Others say it's the first such law in the United States.
