The last CITY COUNCIL MEETING OF THE YEAR is happening TUESDAY AT 7PM, and there's a lot on the agenda! Item 4(a): The City Council will review the policies and procedures regarding commission applications. Recently, there were 3 applications (I submitted one!) for 4 openings on the Parks & Recreation Commission. The Council decided to postpone interviews, despite there not being a quorum, or enough people currently on the Commission, for any business to be done at this time. On Tuesday, the Council will discuss what "standards" they would like for commissioners moving forward. MORE INFO ON HOW TO APPLY FOR PARKS & REC COMMISSION HERE: https://sandimasca.gov/parks-and-recreation-commission-vac/ Item 4(b): The Council will review requirements for public notices, regarding SP23 specifically and all public notices in general. IF YOU LIVE IN OLD TOWN, THIS ISSUE MAY BE OF PARTICULAR INTEREST TO YOU because SP23 pertains to the 3 lots just south of the Old Town neighborhood. (Learn more at isabelinsandimas.com/moratorium). Certain planning projects that may impact neighboring residents trigger a public hearing or meeting, and the city is required to notify people within 300 ft. of the project. Because of significant interest in any zoning changes to SP23, it was suggested that the noticing radius be increased to 1000ft. One Council Member objected due to the added cost of notifying more people (an estimated additional $20-$300, depending on the radius size and project location). It's a balancing act between increased transparency (notifying more people) and financial responsibility (added costs associated with postage in order to notify more folks, etc.). Item 4(c): The Council will likely approve a small business grant program for businesses struggling during this time. Item 4(d): The Council will likely approve standard waste management rate increases. Item 4(e): The Council will likely pass a resolution to abandon a small sliver of unused parkland at Horsethief Canyon Park. There is a housing developer interested in the neighboring property, which requires a retention basin, so this sliver of parkland is meant to be acquired to be part of the basin if the project moves forward. I believe the developer will have to pay the city for this land if/when the time comes. There will also be a public hearing on this matter on January 12, 2021. Item 8(a): The Council will meet in closed session with the Pioneer Square developers.
