Summary of Hastings Ranch Meeting (from Nextdoor) re: Albertson's property hosted by Gene Masuda Thanks to all who attended the meeting regarding the Albertson's property. In case you missed it, here is a summary. On Thursday, March 21, Councilmember Gene Masuda hosted a meeting at Don Benito Fundamental School with Pasadena Chief Assistant City Prosecutor Michael P Dowd regarding the Albertson’s shopping center.... Over the past 13 years, the City has filed 300 pages containing many code compliance complaints against the owner of the shopping center, Robert Chan, a man in his 80s, who lives in Orange County. His son, Howard Chan who is in his 50s manages the property and lives locally in the 7th district. Mr. Dowd has been to the property and has communicated by letter, electronic communication, and in person with the owners but has gotten nowhere. Gene Masuda and Mayor Terry Tornek attempted to make progress and were stymied. Mr. Dowd is now trying a new strategy to ensure the property meets code compliance. Some violations that he noticed: The fire in the laundromat on the property happened many years ago, but the unit has not been repaired. Scorch marks are still on the walls, ceiling tiles are missing, and light fixtures hanging from the ceiling have exposed wires. As he walked the outside of the shopping center, he discovered many huge potholes, outside light fixtures with no light bulbs in them and some with no sockets in them. A trailer and a boat were being stored behind the Albertsons building. The railing near Valley View is falling down and is pulling up the sidewalk. Mr. Dowd instructed Code Enforcement to create a report to refer the Chans for criminal prosecution. Six charges have been filed against each of the Chans. The City expects the property to be fixed or developed. If the Chans continue to stall, the City Council can take the property into receivership, fix it, and charge the Chans. If the Chans prefer to sell it or co-develop the property with the City, several people/entities have shown interest, including Stater Brothers. At the end of April or beginning of May, the Chans will be arraigned on the charges that have been filed. Hopefully, a plan for the property will be ready by then. Gene Masuda will keep us informed regarding the arraignment and plans for the property.
