An independent administrator who oversees Major League Baseball's Drug Testing Program discussed the number of random tests to players between 2008 and 2010. This year, there has only been one player that tested positive: Manny Ramirez. Ramirez chose to retire rather than face the consequences of testing positive. This was his second offense after testing positive in 2009.

Russian schools are starting an annual drug testing program that can detect drugs in the children's system six months after they consumed the drug Marina Myagkova of Moscow Narcology Center said on Thursday.

..."We will test pupils' blood for amphetamines, barbiturates and opiate-specific antibodies. The antibodies remain in the blood for five or six months," Myagkova said. The first drug test was done in 2005 with 713 university students participating. 72 of those students came back positive for drugs. President Dmitry Mendelec proposed replacing jail sentences with drug treatment services.

...He said that treatment should be seen as a means for punishment. This may be a good idea since there are 30,000 Russians who die from heroin abuse every year. Russia has been affected by drugs entering from Afghanistan for a decade. Officials in Moscow have accused coalition forces in Afghanistan of not doing enough, which has transfered to an estimated 2.5 million drug users in Russia.

...Requiring individuals to pass a drug test may not fall in lines with the U.S. Constitution. It violated the Fourth Amendment of unreasonable searches and seizures.
