"Now is precisely the time to speak out. That the decisions being made at this moment will have ramifications far into the future. ...This crisis might last months, a year, even longer. And that anti-crisis measures imposed temporarily one day could well become permanent the next. " Radical reforms reversing the prevailing policy direction of the last four decades will need to be put on the table. Governments will have to accept a more active role in the economy. They must see public services as investments rather than liabilities, and look for ways to make labour markets less insecure. Redistribution will again be on the agenda; the privileges of the elderly and wealthy in question. Policies until recently considered eccentric, such as basic income and wealth taxes, will have to be in the mix.

Local Public Administration and political leaders take on what the Federal Public Administration / "public Sphere" desconstructed by the Trump-McConnell Machine on purpose can no longer address. This is an extension of "Governance In Dark Times" premise in Camilla Stivers' book. We in Public Administration should train and prepare for more of this in the future. But it cannot be by default. This shift in our mindset needs be on purpose!
