CHP 14.12.2020

CHP INVESTIGATING I-580 SHOOTING IN OAKLAND Just before 9:00 PM last night, CHP Dispatch received a 911 call of a freeway shooting that occurred on eastbound I-580, east of San Pablo Avenue. A 25-year-old female was driving an Audi sedan in the #2 lane when she was shot at multiple times. She sustained gunshot wounds to her right arm and once in the neck. The Audi became disabled in the #2 lane after colliding into the center wall. Both the victim and her boyfriend, who w...as the right front passenger in the Audi, ran from the scene and met up with by Oakland Police Department on 34th Street. The victim was transported by ambulance to a local hospital. The unknown suspect fled the scene of this shooting in an unknown vehicle. Detectives assigned to the CHP Golden Gate Division Investigative Services Unit (ISU) are actively investigating this freeway shooting. Our detectives are requesting assistance from the public in gathering the details surrounding this incident. CHP ARRESTS SUSPECTED FREEWAY SHOOTER On October 6, 2020, CHP responded to a freeway shooting that occurred on I-580 in the Oakland Area. The victim had driven to the Oakland Police Department (OPD) to report the incident. OPD then called for CHP to investigate. CHP Special Investigations Unit (SIU) Detectives were able to identify the suspect as 22 year old Troy Marbray from Oakland, California. An arrest warrant for the suspect was obtained. On October 12, 2020, Marbray was located in Oakland and was taken into custody. He was found to have a loaded firearm in his backpack. Marbray was booked for Section 664/ 187 PC (attempt murder), Section 245(a) 2 PC (assault with firearm), and Section 246 PC (shooting at occupied vehicle).

The biggest retail theft POP in California history. The Sheriff's Office Crime Suppression Unit worked closely with CHP Golden Gate Division organized Retail ...Crime Task Force, CHP-Cargo Theft Interdiction Team, CHP-Contra Costa Area, and CVS Pharmacy Organized Retail Crime Investigators towards dismantling what was described by law enforcement as the largest organized retail theft bust in the state of California. This investigation, named Operation Proof of Purchase or POP, stemmed from multiple commercial burglaries, auto burglaries, and residential burglaries that were occurring throughout San Mateo County. Most of the stolen property from these burglaries were commercial retail merchandise, electronics, laptops, and cameras. While investigating these crimes, law enforcement was led to an organization in San Francisco (Tenderloin Neighborhood) that was purchasing and then selling the stolen property to suspects operating a distribution warehouse in Concord. This investigation came to a head on the early morning of September 30th, when the San Mateo County Sheriff’s Office Crime Suppression Unit, along with the California Highway Patrol Golden Gate Division Organized Retail Crime Task Force, the San Mateo County Narcotics Task Force, the San Francisco DEA Metro Task Force, and the California Department of Justice White Collar Investigation Team served sixteen search warrants and five arrest warrants. The search warrants were carried out at three residences, two distribution warehouses, and eleven storage units. While searching the locations, over $8,000,000 in stolen property was located including commercial retail merchandise electronics, laptops, and camera equipment. Over $85,000 in cash was also seized as proceeds stemming from criminal profiteering and money laundering. A total of five suspects were arrested and booked into San Mateo County Jail. These investigations are an ongoing effort to work collaboratively with the CHP-Golden Gate Division Organized Retail Crime Task Force to take down organized groups of criminals who have plagued our communities with residential and commercial burglaries. San Mateo County Sheriff’s Office will be working diligently over the next two weeks to identify the victims and rightful owners of this property and will return it to them when possible. GRANT GIVES GREEN LIGHT FOR CHP TO ENHANCE BICYCLIST AND PEDESTRIAN SAFETY To help support the California Highway Patrol’s (CHP) yearlong effort to improve pedestrian and bicycle safety, the Department was awarded the California Pedestrian and Bicyclist Enforcement and Education Project VIII grant. The CHP will use the grant funds to conduct enhanced-enforcement patrols and public awareness campaigns through September 30, 2021.... Whether traveling by motor vehicle, bicycle, or on foot, we all share the road. Bicycle and pedestrian safety is everyone’s responsibility, CHP Commissioner Warren Stanley said. This grant provides us additional resources to focus on the safety of pedestrians and bicyclists, our most vulnerable roadway users. Pedestrian and bicycle fatalities accounted for nearly 33 percent of all traffic-related deaths in California in 2018. The CHP reminds motorists to always scan each intersection for potential foot and bicycle traffic and to yield the right-of-way to pedestrians whether in marked or unmarked crosswalks. On October 7 the National Center for Safe Routes to School’s Walk and Bike to School Day the CHP will focus on locations with high numbers of pedestrian and bicyclist crashes. Officers in plain clothes will work with uniformed officers to monitor crosswalks for motorists and pedestrians who fail to yield the right-of-way or who take unsafe or illegal actions. The CHP will also use the grant funding to educate the public on safe and courteous traffic behavior through public presentations and safety publications, and to provide bicycle and pedestrian safety equipment for distribution including bicycle helmets and reflective gear. Funding for this program was provided by the California Office of Traffic Safety through a grant from the National Highway Traffic Safety Administration. The mission of the CHP is to provide the highest level of Safety, Service, and Security.

CHP INVESTIGATING SHOOTING IN BERKELEY A shooting occurred on westbound I-80 from University Avenue off-ramp near a homeless encampment in Berkeley. The shooting, which took place just before 4:00 PM on Friday, caused gunshot injuries to a middle aged transient male. The victim was transported to a local hospital.
