Don Barnes #DeporterInChief transferred close to 500 people to ICE for deportation in 2019, the highest out of any law enforcement agency in the State of CA. This practice has continued even during the COVID-19 outbreak at the Adelanto Detention Center. A federal jude had to issue a ruling to limit transfers to stop the spread of COVID-19 in immigration detention. Gerry Serrano is as close to a dark lord as it gets. He snatched John Franks Presidency of the Santa Ana Police Officer Association (SAPOA) in 2016, an ousting that sparked a legal suit. According to a lawsuit filed by John Franks and Laura Franks, his wife and a longtime SAPD officer, John alleged the City forced him to resign as union president for refusing to participate in an election scheme promising $400,000 from the unions political action committee to city council can...didates who pledged to vote in favor of firing then City Manager David and Chief Rojas. These events came to transpire. As President of the SAPOA, Gerry’s built an electoral slush fund that has bought the Association near total influence over the city’s governance. Since Gerry’s term began, the SAPOA has spent nearly $1.3 million to influence local politics in Santa Ana. Leading into 2020, the SAPOA has spent $405,000 in total to launch recall campaigns against Juan Villegas and Cecilia Iglesia, as well as to oppose the recall of Jose Solorio. The SAPOA aggressively grew to be the largest campaign spender on Santa Ana City Council elections, and the significant roadblock towards creating change in our city. Phil Bacerra ran with the Santa Ana Police Officers Association (SAPOA) endorsement and support in his 2018 Santa Ana City Council Ward 4 election. He lost. Soon later, he filed a successful lawsuit against his opponent Roman Reyna for election fraud, alleging Roman falsified documents to run in Ward 4. Roman eventually resigns from the Santa Ana City Council, forcing the city to a special election and an open seat for Phi to run again. Phil won his 2019 City Council Ward 4 ...election without SAPOA support. Regardless, Phil has done SAPOA’s bidding by voting to disband the public safety board earlier this year amid the police unions' criticism of Villegas and Iglesias, and recently voted to increase the Santa Ana police budget despite hours of public comments by residents demanding a decrease and shift in community resources. Santa Ana Council Member and Mayoral candidate, Jose Solorio, has been a true believer of policies that criminalize people of color since his first stint in city council in the early 2000’s when he was a staunch supporter of gang injunctions (he still is!) It only makes sense he found a natural ally in the Santa Ana Police Officers Association (SAPOA) in 2016. The SAPOA supported Solorio’s successful 2016 campaign run, and proceeded to join the rest of the POA backed council ...members to oust City Manager David Cavazos and Chief Rojas after taking office. When it came time for the city to do away with the ICE Contract, through which it operated an immigrant detention center in its jail, Jose went further than his other POA backed council members by spearheading the campaign to keep the contract in place and becoming ICE’s strongest champion on city council, earning the nickname Latino Trump at one of the council meetings.
