Caltrans, District 10 09.04.2021

District 10 has been making litter and garbage pickups a high priority during these first few months of 2021. Maintenance crews are fanning out across the region to collect and haul away trash, part of our beautification effort. Earlier this month, we had crews tackle a growing litter problem piling up on the highways surrounding Tracy. Here are some shots of our crews alongside the highway, and we appreciate motorists being alert to their presence. We want to make sure that everyone gets home safely every night!

District 10 was patrolling the highways for litter this past weekend, with our crews spending time at some of the more troublesome spots in the region. The crew below was removing trash, fast-food wrappers, bottles and cans, and other pieces of garbage from alongside Interstate 5 as it rolls through Stanislaus County. They were collecting and hauling away trash adjacent to the I-5/Howard Road Interchange, as well as the I-5/Westley Rest Area. Removing litter and debris, as we...ll as garbage and large items abandoned beside the highway, have become a priority for District 10 during early 2021. District 10 thanks motorists for keeping an eye out for our workers alongside the road and for keeping trash in your car until you reach a garbage can.

Our partners at the National Weather Service Sacramento call for breezy conditions today and tomorrow in the valley, foothills and mountains. Gusts between 25-45 mph in the valley, and 30-55 mph in the foothills and mountains are expected. Just a reminder that loose objects may blow around, and local power outages are possible. Keep an eye out for downed branches and trees, too, High pressure moves back over Northern California mid-week bringing temperatures anywhere from 10-20 degrees above normal. A winter storm is expected to arrive Friday morning and could stay with us into Monday, so please prepare for the cold weather coming and have a Happy Holidays.

The Holidays are upon us and folks of all ages are anxious to see what goodies are going to arrive in those colorfully wrapped boxes under their trees. District 10, however, remains on the road and is working hard to make sure that California's highways are safe and clean for all travelers. We were on State Route 4/Crosstown Freeway Wednesday, working with Pacific Excavation of Elk Grove to secure our in-ground utility boxes in Stockton. These sturdy boxes carry the electroni...cs and wiring that allow District 10 to provide weather updates, traffic signals and illuminated signs. The public's safety is always a priority for Caltrans, and we also value the safety of all our employees. Next time you're on the road, please be alert for workers as they improve the highway system to better serve Californians. When you see our crews working, you might also see the Attenuator truck alongside, protecting workers from vehicles that might stray off the road and onto the shoulder. The accordian-looking device in back is designed to absorb the energy produced when a speeding vehicle makes contact. District 10 hopes everyone enjoys The Holidays and has a safe New Year!

District 10 Maintenance crews tackled a towering task in San Joaquin County, as they were working hard to remove mountains of debris and beautify State Route 99 where it crosses the Calaveras River in east Stockton. They were collecting trash, litter, furniture, tires, wood, chemicals, propane canisters and other unsightly and dangerous items dumped next to the highway and under the bridge. The debris was just feet from the river. The massive cleanup effort included assists f...rom CHP and District 10’s local partners in the region, showing how teamwork can help transform visually troubled parcels into attractive locations that can serve as an asset for the local community. Crews began Friday morning alongside SR-99 and under the concrete structure, collecting mounds of debris and hauling it away. The last of the work was completed Tuesday afternoon - and what a difference! Not only was this garbage an eyesore, it created a dangerous risk: Paper, cardboard or other items could be blown into the roadway, potentially distracting drivers. At this site, a trash mound recently caught fire and sent plumes of black smoke billowing out from under the bridge. District 10 has performed similar cleanups in Merced and Stanislaus and San Joaquin counties in recent weeks, our commitment to making sure our local partners, residents and travelers enjoy their trip through the Northern San Joaquin Valley. We've provided some impactful before and after photos of this work below. We’d like to remind everyone to please keep their trash in their vehicle, or to carry their trash with them until they find the proper location to dispose of it. No one wants to see California’s beautiful environment being trashed. While discussing the health of the environment, this is a good time to focus on personal health: California is seeing its largest surge in Covid_19 cases since the start of the pandemic, and we must all do our part. Please keep your masks on whenever you leave home. Let’s keep California safe!

Everyone enjoys The Holidays & that includes the hard-working Stockton Maintenance crew. With rain forecast for the weekend, the crew was clearing drains and culverts adjacent to SR-99 in Stockton. When it rains, these cleared culverts will quickly funnel water off the roadway.

CALTRANS NOW OFFERS TEMPORARY PERMITS FOR BUSINESSES TO OPERATE ON STATE HIGHWAY RIGHT OF WAY SACRAMENTO Restaurants, retailers and other businesses are eligible to temporarily operate on the state highway right of way (ROW) under permits available from the California Department of Transportation (Caltrans). These permits follow Governor Gavin Newsom’s October 28 Executive Order N-83-20 directing Caltrans to develop a process for issuing temporary permits to cities and cou...nties so businesses located along state highways can expand dining and retail options onto sidewalks and parking areas where safe. These encroachment permits will allow many establishments to expand or reopen their operations while adhering to physical distancing and other safety guidelines, said Caltrans Director Toks Omishakin. This order is part of the state’s continuing response to the COVID-19 pandemic. It temporarily suspends for 120 days the state law that, except for limited activities authorized for special events, prohibits commercial services and activities such as vending within the state highway ROW. Caltrans will grant the encroachment permits to cities and counties allowing businesses to operate outdoors on state highway ROWs that are wide enough to accommodate seating and other vending activities. This expands on guidance Caltrans issued this summer for public seating in the state highway right of way ROW. Federal Highway Administration approval is required for any installation within the ROW, and Caltrans will submit completed permit applications for approval on a case-by-case basis. Cities and counties may apply for a permit and access additional information such as guidelines by visiting the Commercial Activities on Caltrans Highway ROW at https://dot.ca.gov/prog/traffic-operations//commercial-row Once a city or county has obtained a permit, business owners must work with their city or county to operate in the approved area. Caltrans continues to provide the general public and commercial motorists with a safe and reliable transportation system. The department is maintaining all critical functions during the pandemic, including roadway access to medical facilities and convenient transport of essential goods and services throughout the state.

The 3 Mountain Passes in District 10 - Monitor/SR-89, Ebbetts/SR-4 & Sonora/SR-108 - will remain closed through the weekend due to freezing temperatures at night and approaching weather. Yosemite has also closed Tioga Pass in the park. These passes will be re-assessed on Monday. UPGRADES TO SR-99/FULKERTH ROAD INTERCHANGE IN TURLOCK INCLUDE NEW RAMPS, TRAFFIC SIGNALS & FULKERTH BIKE LANE If you’ve been driving on State Route 99 through Turlock this fall, you’ve been enjoying the improvements that have been made during the SR-99/Fulkerth Road Interchange Project. This a key piece of transportation infrastructure in Stanislaus County. An average of 87,000 vehicles pass through the interchange in Turlock each day, and 17 percent of those are large fiv...e-axle trucks helping fuel the economy. Caltrans has been working with the City of Turlock and the Stanislaus Council of Governments on this project, rebuilding and realigning ramps so there are two lanes on each, with room to accommodate future carpool lanes and ramp metering. There are also brightly painted bicycle lanes on Fulkerth, inviting cyclists to enjoy the new interchange and smooth road surface on Fulkerth. This is part of Caltrans' commitment to the environment and active transportation, encouraging residents to take their bikes. Shoulder and sidewalks have also been added to Fulkerth, which has expanded to six lanes. The project also installed new traffic signals at the intersection of the northbound and southbound SR-99 ramps with Fulkerth Road.

District 10 will maintain its temporary closure of 3 mountain passes - Monitor/SR-89, Ebbetts/SR-4 & Sonora/SR-108 - through the coming weekend. With freezing temperatures at night and snow expected this weekend, District 10 will re-assess the situation on Monday, November 16. For updates on Tioga Pass in Yosemite National Park - this is State Route 120 before entering the park - visit the park's web site at http://nps.gov/yose/index.htm. The park maintains roads in the park and manages the openings and closings as the highway winds through the park.
