Cleaning up Bixby Park this morning with Alamitos Beach Neighborhood Association. We traversed the whole park. Got lots done, and then I thought, lets go to t...he bluff area. Sure as shooting our 8 homeless people were there sitting on the bluff. These are people we have identified over the past months as doing a bike chop shop on the bluff. When they get enough done, a nice Black SUV drives up and hauls away the broken up product. This is a thriving trade based upon the loss of bikes adjacent to the park. We have just had a meeting with our new Commander of the East Side, Ellis and Deputy Chief Lewis about this issue. They have promised better enforcement in the park. So I called the police today, and unfortunately they must have had other things to do. Nonetheless we hauled up huge bags of beer bottles, beer cans, dead smashed clothing in the dirt, paper, plastic, damaged computer parts, etc. We did not get the entire bluff done. I did as much as I could about half way down, but the slope gets too much for me with two hip replacements, so I have to let the younger people finish the job. We will need to unlock the entrance to the tunnel to clear out the encampment below. The promontory look out is now a homeless encampment. All the while we had really great aerobics going on at the lifeguard station. We have so much here on the coast. It is a pity we don't keep it available for all to use. We spend tons of money on our coast, and it is in such neglected condition at this point. Halloween walking tour. ABNA was thinking instead of walking Broadway it would be a lot more fun and in the spirit of Halloween to go on a walking tour of houses decorated for Halloween in Alamitos Beach. I need everyone’s help to let me know where these houses are. I’ve seem some pretty amazing ones already.... The tour will have places where we will be on opposite sides of the street so we can see everyone’s costume. Everyone is encouraged to wear a costume but not required. Fido and Fluffy are welcome to join you. Everyone’s safety is our concern so we expect everyone to social distance, more like 20 feet apart. There will be no gathering and masks are mandatory. You will be farther apart than when you are at the grocery store and will be outside Please do not participate if you feel uncomfortable or experiencing flu like symptoms- including cough or fever. We are thinking of starting around 6:30-7:00ish We will be working on the map this week and posting it on Alamitos Beach neighborhood associations Facebook page. We will also list on our map restaurants and bars that will be selling food and alcohol that night to go. We want to bring a little fun into everyone’s life and enjoy the start of the holiday season HAPPY HALLOWEEN

Political campaigns are bad for the environment. These days candidates are expected to send out tens of thousands of mailers and flyers to voters in order to st...ay competitive. In order to mitigate the impact of electioneering on the environment, I have partnered with Craftsman Village Historic District (CVHD) and Alamitos Beach Neighborhood Association ABNA to organize two neighborhood cleanups on the final weekend before the election. On the morning of Saturday, October 31st, I will be joining CVHD for a neighborhood cleanup, and the next morning, Sunday, November 1st, I will be joining ABNA for a cleanup in their neighborhood as well. If you can come on one or both days, I would love and appreciate to see you there! Trash bags will be provided, please bring your own gloves. We will also have a few brooms and trash pickers, but if you have your own, feel free to bring them along too.

OUTLINE FOR HOMELESS SERVICES REINVENTION AND RENEWAL. This is long read, so if you are not interested in solutions for t...he homeless, just scan a paragraph or two. There is hope as I am impressed by Paul Duncan's openness to ideas. Paul Duncan. Our new Homeless Services Director is an expert in the field. He explained the two court cases affecting our ability to pick up the homeless, or enforce our vagrancy laws. One is and Orange County Ruling and one is from Idaho. Los Angeles county is not affected as of this date. We must have a bed available (not an entire count of beds to match the homeless count) in order to enforce vagrancy laws or bring people to the center. If we have no bed available, we cannot pick anyone up. That is the KEY. Currently our Police Department is instructed NOT to enforce vagrancy laws.) There are technical things which we have to do in order to pick people up. Inventory of their belongings, storage for 180 days, notification, etc. Currently we are not enforcing the most basic of curfew hours for our parks or the beach. Since the closures of those public spaces are after 10 PM this will require a restructuring of the swing shift for our LBPD. We are severely short staffed at the MSC. One outreach coordinator and 2 others plus Paul and an assistant. There used to be a lot of non-profit agencies who were housed in the facility, but we are down to 2. We were originally a Triage Center, but we have lost that impetus. We need to alter our business license to mandate that every entity that has anything to do with the homeless are registered with the MSC for triage and services. We used to have that, but it has been forgotten. We need a comprehensive list of all service providers (we lost the list or have not updated it) We need a contact list of non-profits which are available. And we need to advertise these services on Facebook, Twitter, Instagram, other social media and also in our utility bills, as well as on the City’s Website. But we have to make it easier to find. Right now, trying to find anything on the City’s Website is a task of futility. This is exactly what happened with neighborhood associations, business associations and HOAs, when the Neighborhood Resource Center failed to update the Red Book and lost most of the phone numbers and email addresses of our over 125 Neighborhood Associations. We will need to recreate that listing of the over 28 service providers and give that list to the MSC. I suggest we do it the same way we did the with the other list. Volunteers scanning for the services, google search, Facebook, etc. to re-establish a viable list. ( It we leave this to the City it will be 3 years before it is completed) Since the Center does not know which services are available throughout our City and Region, they cannot inform or guide anyone who may be appropriate for those specific services. ( We will also need to re-write the contracts between the MSC and those service providers) In order to open the facility 24/7 we will need to write grants for the added staff needed. We must stop the one-hour lunch break at the MSC, where they lock the doors against the people and go out to Denny’s or somewhere. The operation must be open continually from 9 AM to 5 PM, and not close down at 4:00 PM to the general public. This operation has to have staggered staff in order to function well. (I suggest a grant writing workshop to train people to use the public’s help in writing the grants and hire staff to monitor and manage the grant funding. .(this is a treasurer’s responsibility as the grant funding must match the wording and purpose of the grants in order to have them to be continual.) We need a grant academy or a community group to identify private and public sources for funds. (The Ford Foundation, The Hormel Foundation, Various Clubs and Groups who designate funding for good works) We need to make sure these are renewable. We must have a yearly search for new funding especially as the homeless population increases during this Recession and as Federal and State Funds dry up. We need to hire clerical staff to do the paperwork and the financials. (It isn’t that hard as I did it with Elizabeth Haynes for the LBGTQ Center, and we recreated 6 years-worth of grant line item designations to keep our grants.) Paul and I talked about using the parking lot (which is under-utilized) for tiny homes for immediate housing especially for the weekends. We need a clothing dispensary at the multi service Center. (If people come in 24/7 we have a shower, so they should have new clothing Shoes of various sizes. I don’t suggest we have blankets as that encourages people to stay on the street. Suggestions; St. Vincent De Paul’s, Goodwill, Salvation Army, etc.) We should also have food stuffs for the weekend. Water, Coffee, Tea, bisquits, etc. Nothing to be prepared and all individually packaged due to COVID-19. We have the room at the MSC to provide a clothing shelving area for various sizes and the like. . At present they only have socks and underwear. Since the Center will be manned all hours, we do have room inside for cots or temporary beds, which we can receive from FEMA. At least for the weekend, people will have a place to sleep off the streets. We need to form a committee of citizens to work out the details of a comprehensive plan. The Homeless Commission is not suited for this. This will take dedicated individuals who are willing to spend countless hours in discovery of resources, outlining of plans and operations, identifying interconnections between agencies that need to be established, job descriptions for staff, daily job charts for productive work, Goals and projects to reach those goals, etc. This is like doing a business prospectus. Currently we do not have anything of this nature. This is why there is such a lack of coordination and communication between all the resources we have access to. With Paul’s agreement, we should create a triage center in Downtown using FEMA Tent structures, perhaps on 3rd and Pacific, land which is owned by the City. There is a certain provision for use of City Owned property. Therefore, we should identify all City Owned Property within our boundaries. We should purchase a van to shuttle back and forth from the Downtown Triage Center to the MSC. Twice daily at least or as need demands. No homeless person is going to walk all the way up to Anaheim Street, then cross the LA River, and then squirm around side streets to find our Center on 12th St. We must identify the City owned lots throughout the City which would be most appropriate to place these transitional housing units on. The County has already purchased the Holiday Inn Downtown, but it will not be enough with only 135 beds. We must think about repurposing land for these mini housing elements. (The Trailor park near Golden Shore, or Vacant Land on Spring and Atlantic) The City also can purchase such housing not just the County. We have several motels which are not in great shape, we could purchase for a small sum, rehab for reuse. Then we write the grants for the staffing. As Rotary has given a park, (Centennial Park) to the City, so non-profits like the Yacht Club or the Masonic Lodge can purchase sites for this use. We should have temporary housing made of Container homes (Paul has even researched this) and Tiny Homes. We discussed the affordable prices of these alternative housing options, and Paul was already on board. We need a City-wide fund-raising effort to purchase Container homes (carte.com = $75,000 for a double.) or free containers in the Port, then we only need to do the rehab (approximate cost = $20,000.00.) Hanjin corporation of Korea went bankrupt several years ago, and left their containers in the Port. We already have the contacts for those containers. We need the phones answered 24/7 and we need to change the answering machine message. It is very negative at the moment. (Don’t leave a message, we will not call you back) With a dedicated group of people, we can create the change we need. We can do the hard work that is required to re-organize and re-inspire our Multi-Service Center for the Homeless and present our findings and research to the Health Department ( and the City Council ) for implementation.

The Friends of Bixby Dog Park Board will continue the efforts Mickey was so passionate about. If you can help, please let us know.

It is my very sad duty to inform the people of Alamitos Beach Neighborhood, that the past president of the association, David Allen, has passed away. I receive...d a call from his wife, Karen, last night to inform me and to help make a celebration of life event to honor David. He was a dear friend, and served ABNA well during times when it was difficult for neighborhood associations. His energy, his bright smile and his open heart will be deeply missed by all who knew him. I will keep you all updated as to when ( in November) his celebration of life will be and where. As you know even doing these small but traditional and important things are so restricted these days. Yet these are the ways we come to closure about death, and dying. We celebrate and remember so that his memory is eternal. Let's not forget our friend and honor him. With much sympathy to his wife, and their family, and all of us in Alamitos Beach. Robert Fox

Alamitos Beach and Lowena Drive Historic Walking Tour Come explore part of the early residential neighborhood of Alamitos Beach as well as the Lowena Drive Historic District. You will learn much about the history of Long Beach and hear about some of the former residents of our community during the docent-led walk. At the same time, you will enjoy viewing many historic sites, designated landmarks and a range of architectural styles along the way. There will also be a short refreshment break and special inside tour at the distinctive historic landmark, the Minnie Butler Residence. The tour will begin and end at Bixby Park, and last approximately 2 3 hours.
