Our Department is saddened to announce the death of 48-year-old Sergeant Harry Cohen, most recently assigned to the Special Enforcement Bureau K-9 Unit. Serge...ant Cohen passed away on Sunday, October 18, 2020, after suffering a heart attack while on-duty. He began his service with our Department on September 30, 1996. As a deputy, he worked assignments at the Banning Station, Lake Elsinore Station, and Southwest Station. In 2003, he promoted to corporal within the Southwest Station where he worked until his promotion to sergeant in 2010. Sergeant Cohen then worked assignments at the Perris Station, Moreno Valley Station, Ben Clark Training Center, PSEC, Special Enforcement Bureau, and K-9 Unit. He is survived by his wife, son and daughter. A husband, father, best friend and deputy: he will be deeply missed by all who knew him. Vehicle crashes are the leading cause of death for U.S. teens, ahead of any type of injury, disease, or violence. The CHP is partnering with the National Highwa...y Traffic Safety Administration (NHTSA) to encourage parents and guardians to discuss driver safety with their young drivers. Discussions about safe driving include avoiding distractions such as cell phones, using seat belts, obeying speed limits, not driving impaired, and limiting the number of passengers. The CHP provides free education to help keep teen drivers alive in its Start Smart course, offered by all CHP offices. Due to the COVID-19 pandemic, classes are being held online. START SMART CLASS...FREE: Wednesday, October 21 at 5:00 PM. Start Smart is an exciting, free class aimed at helping teenage drivers become more aware of the responsibilities that accompany the privilege of being a licensed California driver. Parent and/or guardians are required to attend with their teenage driver as they participate in this 2 hour Start Smart class. This class is conducted at the Modesto Area CHP office located at 4030 Kiernan Avenue, Modesto, CA 95356. Please contact the Watch Officer at 209-545-7440 to sign up for the next available class. Due to the current COVID 19 restrictions, participants will be required to wear a face covering. MURDER SUSPECT CAUGHT: The CHP has made an arrest in connection to the murder of Matthew Winks from Sonora. Shortly after 3PM, Central Division CHP Investigative Services Unit (ISU) placed Dylan Colby Moyle under arrest in the Manteca Area after he was seen driving a 2006 Jeep SUV. On October 3, 2020, the Sonora Area CHP was called to investigate a collision at the intersection of Fifth Avenue at Seventh Street in Jamestown. The preliminary investigation indicated Matthew... Winks, 42 from Sonora, was struck by a motor vehicle that fled the collision scene. Upon further investigation, it was determined Dylan Colby Moyle was connected to Mr. Winks' death. Dylan Colby Moyle was booked into the San Joaquin County jail for 187-PC. The CHP would like to recognize the outstanding investigative work from CHP Sonora and CHP Central Division ISU. COME JOIN OUR TEAM: Interested or have a background in commercial vehicles? The examination cycle for Motor Carrier Specialist (MCS) has now opened. A Motor Carrier Specialist plays a vital role within our commercial section at the California Highway Patrol. An MCS is assigned to work all over California and travel to the facilities where commercial vehicles are based. There they check for proper vehicle maintenance and verify driver testing for controlled substances and alc...ohol as well as checking carriers for hazardous materials transportation requirements. Carrier Specialists make recommendations to motor carriers regarding improvement in procedures and practices. They will regularly perform inspections and evaluations of school buses, public paratransit vehicles, and various commercial vehicles such as farm labor vehicles, buses, trucks, truck-tractors, pull-trailers, and semi-trailers. The MCS is crucial in helping maintain our California roadways safe from dangerous and unkept commercial vehicles. All those interested have until the final filing date of October 22nd to apply for the examination process. The MCS examination is offered once per calendar year, make sure to submit your application on time. FATALITY PRESS RELEASE: At approximately 1337, the California Highway Patrol (CHP) received a call of a traffic collision on Hammett Road just north of Covert Road. Emergency personnel arrived on scene and located a Ford SUV and Flory Shuttle Truk with major collision damage blocking the roadway. Upon further investigation, it was determined this was a two-vehicle traffic collision involving one fatality and one moderate injury. Our initial investigation indicates a Ford SUV ...was traveling northbound on Hammett Road, north of Covert Road, approaching a Flory Shuttle Truk traveling in the opposite direction. The driver of the Ford, a 36 year old male from Modesto, allowed their vehicle to drift into a southbound lane, directly into the path of the Flory. The front of the Ford struck the left front of the Flory. Both vehicles came to rest in the southbound traffic lane. The driver of the Flory, Mr. Ampelio Padilla, sustained moderate injuries and was transported by ground ambulance to Memorial Medical Center. It has not been determined if drugs and/or alcohol contributed to this collision. It does appear, at this point in the investigation, that speed was a factor in this collision.
