The following introductory video presents the key takeaways of opportunity zones and how they affect Santa Ana. The opportunity zones program is a direct product from the Tax Cuts and Jobs Act (2017) a federal policy from the Trump era. It directs state governs to select low-income census tracts perceived to benefits from more investment. This allows corporate investors and landlords to receive major scaling tax incentives while profiting off of these communities. It’s time that we demand the city council of Santa Ana do what’s right by adopting the City of Santa Ana Community Preservation, Rent Stabilization, Tenants’ Rights Act to secure permanent tenant protections that would stabilize rents for apartment/multi-family units built before 1995 and just cause eviction protections for all Santa Ana renters!

The amount of documentation required by the federal and state government has resulted in us providing relief at an extremely low pace, said Fresno City Councilmember Miguel Arias. The program also requires that we have landlord participation and agreement. It’s almost like filling out a mortgage application. As relief trickles out, evictions have continued because of legal loopholes and varying interpretations of what the federal moratorium means. Even if tenants prove they cannot pay rent due to COVID-19, they can be evicted for other reasons, such as having too many people living on the property or failing to maintain the yard."
