FOR IMMEDIATE RELEASE: June 10, 2021 Smith River, CA 95567 Smith River, Ca On May 20, 2021 the Tolowa Dee-ni' Nation received the first installment of our share of the American Rescue Plan Act (ARPA) funding in the amount of $10,322,894. This round of funding is equal to 65% of the total funding allocated and is based on our percentage of Tribal citizens compared to the total enrolled Tribal member census count for the United States. We expect to receive a second installment..., which we haven’t received, based on our total employee count for all the Nation’s employees both enterprises and government. This amount will be the remainder of the 35% of the total ARPA Tribal allocation. The purpose of these ARPA funds are to support public health, address the negative economic impacts caused by the COVID-19 pandemic, replace lost revenues, and invest in critical infrastructure improvements. In accordance with the Interim Final Rule, these dollars can be used for costs from March 21, 2021 through December 31, 2024. The extended timeline will allow for a strategic investment plan to develop projects based on the eligible categories listed above. In addition to the above funds, the Tolowa Dee-ni' Nation is vigorously working to secure supplementary program-specific funding from federal agencies that are also included in the ARPA. There are twenty-seven (27) Tribal specific provisions in the Act which will provide an investment in Indian Country of over $31 billion. Tribal governments have suffered through years of inadequate funding for a majority of our Tribal programs. This Act will allow for many Tribal programs to receive program-specific funding to assist in our response and mitigation of the impacts associated with the COVID-19 pandemic. Programs such as Housing, TANF, Child Development, Health & Wellness and Education have submitted funding applications or requests. The Tribal Council wishes to thank our citizens for their continued patience as we work through the planning process to obligate these funds in accordance with federal requirements and guidelines. Public Review of the Draft Smith River Plain Water Quality Management Plan (SRPWQMP) Regional Water Board staff have developed a draft SRPWQMP to address water quality associated with the cultivation and production of lily bulbs in the Smith River Plain. The SRPWQMP is an adaptive management pollutant control plan that will provide information for the development of a Waste Discharge Regulation (WDR) permit for lily bulb growing operations in the Smith River watershed. Please visit the OES page to see the latest updates. UPDATE (02.14.21 6:15pm) Highway 101 is now open to one-way traffic with 30 minute delays expected at Last... Chance Grade. (2.14.21 2:40pm) CalTrans is stating that they expect to open to one-way traffic around 6:00pm. This is subject to change if the slide becomes active again. However, if you are stranded on one side or the other things are looking hopeful that you’ll be able to get through tonight. If your travel is not necessary then please refrain from travel through this area for a little bit longer in order to reduce delays for those who need to get home, etc. (02.14.21 12:00pm) CalTrans informs us that they are removing debris but there is a lot of it. At this time reopening has been pushed back and is now unlikely to happen before dark. (02.14.21 7:02am) Good morning all, I just got off the phone with CalTrans. It appears that slide activity has stopped for now but there is a lot of debris to remove. They are working this morning to bring in geotech specialists to assess stability and safety and to remove debris from the roadway. This is likely to take until at least noon, but could take longer depending on circumstances. It has come to our attention that some mapping programs are encouraging some less-than-ideal reroutes. As of right now, the recommended alternative is (from Crescent City to Eureka) north on Hwy 199 to Grants Pass, south on I-5 to Redding, and then Hwy 299 west to Eureka. Please note that Greyback Road remains closed and is not an option. (Last Chance Grade is a slide path located approximately 12 miles south of Crescent City, CA on Highway 101. Dvtla: Xaa-wan'-k'wvt Hall Community Center Reservation Deadline for Bags: Monday, February 8th The Tolowa Dee-ni' Nation will be hosting an elder meat distribution. This year's bags will include chis-chu svn' (elk meat) and lhuk svn' (fish meat). Typically bags contain a variety of other meat sourced from our local Fairs; however, this source was unavailable to be secured in 2020, due to COVID-19. Despite limited sources of meat, the Tribe is still hosting a distribution. Tribal staff and community members under the guidance of the Natural Resources Department salvage and process chis-chu throughout the year from a variety of opportunistic sources. In addition, through the Rowdy Creek Fish Hatchery, the Tribe for the first time has salvaged and processed lhuk for consumption. The goal of these efforts is to increase tribal citizens' access to traditional foods. All tribal elders (tribal citizens 55yrs) are eligible to receive a bag this year. Bags will be available for pickup on Wednesday, February 10th, from 10am-2pm at Xaa-wan'-k'wvt Hall Community Center. If you are an interested tribal elder. you must reserve your bag no later than Monday February 8th. Bags must be picked up at the designated time and place. Limited local deliveries may be accommodated upon request.
