Proposition 19: Property Tax Increase Limits on Primary Residences How does Proposition 19 change the rules on tax basis portability? Prop 19 allows a homeowner who is 55 years of age or older, severely disabled or whose home has been substantially damaged by wildfire or natural disaster to transfer the taxable value of their primary residence to:... a) a replacement primary residence anywhere in the state b) regardless of the value of the replacement primary residence (but with adjustments if replacement has a greater value) c) within two years of the sale d) up to three times (or as often as needed for those whose houses were destroyed by fire). The prior rule limited this exemption to a one-time transfer within the same county (Prop 60) or between certain counties (Prop 90) and only if the replacement property was of "equal or lesser value." Sonoma County continued to have increased activity last month despite the ter- rible fires. Sales of single-family homes are up 30.4 percent compared with the same time last year while the median sale price and price per square foot each ticked up over a percent. Additionally, 14.4 percent more homes sold over list price last month, with purchasers on average paying 0.4 percent over asking. Coupled with the increase in demand, there is also less inventory available; there wer...e 695 single-family homes on the market across the county at the end of last month com- pared with 1,221 in August 2019, representing a drop of 43.1 percent. Mortgage rates again hit another record low last week with FreddieMac reporting, ‘Mortgage rates have hit another record low due to a late-summer slowdown in the economic recovery. These low rates have ignited robust purchase demand activi- ty, which is up twenty-five percent from a year ago and has been growing at dou- ble-digit rates for four consecutive months. However, heading into the fall it will be difficult to sustain the growth momentum in purchases because the lack of supply is already exhibiting a constraint on sales activity.’
