Starting February 16, 2021, Prop 19 creates significant property tax changes for California property owners: (A) severely limits the conditions under which property owners can transfer California residential and/or commercial real property to their children/grandchildren without triggering a property tax reassessment; and (B) expands the ability of certain persons to preserve and transfer the assessed value of their primary residence to a replacement primary residence. In the past, parents could transfer certain real property to children without a property tax reassessment. Prop 19 could negatively impact parents' ability to pass along the family farm and ranch to children. The Governor's new Regional Stay-at-Home Order has been triggered for SLO County by our region's ICU capacity falling below 15 percent (currently about 10.3%). While most agriculture operations are classified as essential and continue to operate, wineries are now closed and many other businesses are impacted. We will be locked down for the next 3 weeks. California Governor’s Office of Business and Economic Development (GO-Biz) has info on state and federal assistance for businesses.

San Luis Obispo County agriculture is all about people and community. It's easy to forget that at Farm Bureau with all the challenging policy issues and regulations we deal with. After giving a talk about our county’s farming and ranching industry at the Rotary Club of San Luis Obispo back in August, Farm Bureau Executive Director Brent Burchett received an email from Frank Ricceri, manager of Growing Grounds Farm & Nursery, San Luis Obispo, inviting us to take a tour of thei...r interesting non-profit agricultural operation benefiting people with mental illness. Growing Grounds is one of three social enterprises managed by Transitions - Mental Health Association. Their work is impressive. Established over 35 years ago, Growing Grounds is a nonprofit wholesale nursery that provides therapeutic horticulture, socialization opportunities, paid employment, and soft job skills training for adults with severe and persistent mental illness. At the Nursery, they balance a traditional business model providing employment opportunities in a near-competitive environment with the delivery of critically needed social services. Their goal is to grow a large selection of quality plants while providing an empowering environment where employees progress on their path towards recovery. Employees earn minimum wage and work between 1.5 and 4 hour shifts. In order to be a paid employee, you need to have an open case with San Luis Obispo County Mental Health, and then be referred to the farm for an interview. You can learn more at growinggroundsfarm.org Every Tuesday, from 11am-4pm at 3740 Orcutt Road in SLO, you can purchase quality plants at wholesale prices and benefit a local non-profit doing great work. You can see a list of what plants they have available (there’s a large selection) on their website. We owe a big thank you to Frank Ricceri, TMHA’s Community Engagement Director Michael Kaplan, clients, and other staff who welcomed us! Since 1922, our Farm Bureau has persevered through droughts, wars, wildfires, and now a pandemic. The drive-in format for our 98th Annual San Luis Obispo County Meeting of Members held on October 3 wasn’t how we like to get together, but we made the best of it! It was unseasonably hot for Edna Valley, 101 degrees with bad air quality, and our Farm Bureau members still showed up. Thank you to our hosts the Wilson Family and Greengate Ranch & Vineyard. We had a great southern-inspired lunch catered by SLO Provisions, incredible audio services from Bill Gaines Audio, and awesome photography from Maureen LaGrande! San Luis Obispo County Farm Bureau was proud to join Dr. Penny Borenstein and County Staff today to announce a new resource to help agricultural workers prevent the spread of COVID-19 called Housing for the Harvest. The County of San Luis Obispo in partnership with the State of California is providing services to farmworkers and food processing workers who need assistance with isolation and quarantine from COVID-19. If you are a farmworker or food processing worker who has COVID-19 or has been around someone who has COVID-19 you may be able to receive isolation or quarantine support.
