Let me congratulate the state legislature for making Vermont the 11th state in the country to legalize marijuana and also for expunging past marijuana convictions. Now, it is time for Congress and the federal government to end the war on drugs and legalize marijuana nationwide.

The next round of marijuana business licensing in Los Angeles will begin Oct. 20 at 2 p.m. PT, the city’s Department of Cannabis Regulation announced Monday. Th...e application window currently has no scheduled closing date. Licenses available through the upcoming round will be for delivery companies, distributors, nonvolatile manufacturers and testing labs.
