Hello Everyone! In anticipation of summer tournaments, it is my hope we will be back on the fields soon. What better way than to kick it off with the Surf ManCity Cup at the end of May!? Obviously given the current state we are all in, a few things will need to happen but if we get the green light, we need to be ready. Stay tuned for any announcements from Surf, I would not be surprised if this gets postponed to June or is canceled altogether. ... I will be sending this email out to the entire SDCSRA group as well as our out of town referees. If you get this email more than once, sorry I'm not sorry, you just get more chances to get games! With that being said, Welcome to 2020 Surf Manchester City Cup! For those of you that are new, Surf Manchester City Cup will be using this tournament as a play-in-tournament entry into the July/August Surf Cup event. Which means we have a lot of teams that have their one shot to win-to-get-in. Given the current health status around the globe and international travel being shut down, I highly doubt we will have teams, referees, and the DA portion of this tournament but I will still list it on the availability form just in case. We will plan for everything they had last year and more. This means we are looking for qualified "Best of the Best" referees such as yourself! If you know anyone that was unable to attend last year and would recommend them, let me know. We will have limited hotel space for those of you traveling from out of town. I will do my best to try and confirm your acceptance to the tournament so you can make the necessary travel arrangements. Make sure to list the group you are coming with, your group must be pre-approved by myself. Please submit your availability form if you will be able to referee Memorial Day weekend. Recent Changes To Law 3 - The Players

NEW SEASON - NEW RULES AND PROCEDURES TOPIC: SHORT SIDED GAMES APPLIES TO : 7 V 7... Birth Years 2008 (U10) and 2009 (U9) or 2009B Goal Kicks ARE used in 7 v 7. This is a change from what we used during summer tournaments. All players on the opposing team must retreat behind the Build-Out Line until the ball into play. Teammates of the goalkeeper still may be located anywhere on the field. The ball is in play when it is kicked and leaves the penalty area. Once the ball is in play, any opponent can play the ball regardless of whether they have retreated behind the build out line. (Similar to the approach with a quick free kick.) What if there is no goal area lines at your field? The announcement of this change came very late, so some clubs/leagues may not have gotten the word. If so: Play the game and include the issue in the match report. Use cones to mark the corners of the goal area. If no cones, show the keepers where to place the ball. Be professional. The rules are also new to coaches, players and spectators, and it will take a few games.

To make sure you get all of the games you desire, here is a handy check list to ensure that you are ready: 1) Check the box "Ready to Assign" on Profile Tab in Arbiter! 2) Set Calendar Blocks (Blocks Tab) for the ENTIRE month September thru October 1st.... 3) Set Travel Limits (Block Tab) based on the Zip Code you will be traveling from. 4) Know your referee ranking, which determines the games to are assigned.

The Entry Level Referee Program is designed for New or nearly New Referees to learn the skills of refereeing soccer through on the field training with Mentors and USSF instructors. The four hour paid on field experience is designed for referees with less than one years experience or fewer than 20 games experience. ALL training will be in San Diego County, CA on Saturdays of most tournaments in the Summer of 2017. Thanksgiving Tournaments Invitations and Availability forms are posted for the following: (1) Surf College Cup (Invitation Only-Selection by Committee) (2) Albion Girls' Showcase (Availability Form) (3) San Diego Surf Challenge Cup (Availability Form)

Invitations are now being accepted for the Surf College Cup in November. ALL Referees who have been doing U16 or better games in their youth leagues and tournaments and Adult leagues are encouraged to apply. A nine year old player was told to leave the field and could not return to play unless she removed her hearing aids. The player should have been allowed to wear them.

Denying an obvious goal scoring opportunity by a foul that results in a penalty kick may not be a caution and yellow card.
