City of Chico Chief of Police Michael O’Brien retired on June 5, 2020 after 32 years of honorable law enforcement service. He earned a bachelor’s degree from Ca...lifornia State University, Chico and a master’s degree from Gonzaga University. Michael O’Brien began his career with the Los Angeles County Sheriff’s Department in May 1988 and joined the Chico Police Department on April 5, 1992. Throughout his career at Chico PD, Chief O’Brien served many roles. As an officer, he worked Patrol, Downtown and Bidwell Park Bike Patrol, Community Outreach, Detective, SWAT, Crime Scene Investigator and Range Master. He quickly promoted to Patrol Sergeant then assigned as the Professional Standards Sergeant. In September 2007, he promoted to Lieutenant where he served as a Patrol Watch Commander, Detective Lieutenant and Administrative Lieutenant. In December 2014, he promoted to Operations Captain. Because of his exemplary career, he was appointed as Chief of Police for the City of Chico on June 5, 2015. As Chief, he has faced some of the most difficult and challenging times in Chico’s history, such as the impacts from the Camp Fire and COVID-19 pandemic, but his leadership, compassion and commitment never wavered. He implemented Community Oriented Policing; addressed the needs of the community with his Police Community Advisory Board and by attending Beautiful, Clean and Safe and Public Safety Meetings; collaborated with the University PD on a new MOU and bike path safety camera project; brought back the Traffic Unit, TARGET Team, School Resource Officers and added new partners to the K-9 Teams; partnered with Butte County Behavioral Health to create a Mobile Crisis Team; worked with the Chico Chamber and Downtown Business Association to implement the Retail Watch Program; responded to the Opioid Crisis by ensuring every officer carried and was trained to use Naloxone Kits; added Body Worn Cameras, a new CAD/RMS System, upgraded radio system and a Social Media Team; converted patrol teams to Street Crimes Units; increased staff to more appropriate numbers and reorganized the structure to meet the needs of a growing department. Chief O’Brien had the privilege of helping to create the Volunteers in Police Service (VIPS) program. He is a board member of the California Police Chief’s Association, representing chiefs from (9) different counties in Northern California. Chief O’Brien also enjoys being an adjunct professor at California State University, Chico where he teaches Policing in America. He credits all his success to his faith, his family (to include his incredible wife Kirsten who has walked alongside him his entire career) and the fantastic men and women of the Chico Police Department, our region and our Chico community. Congratulations Chief! We wish you all the best in retirement and you will be missed!

Honea regarding the death of George Floyd, the Minnesota man who died after being held down with a knee t...o his neck by now arrested and charged former Minnesota PD Officer Derek Chauvin: FuriousdisgustedfrustratedsadconcernedI have been searching for the right words to describe the myriad of emotions I have been feeling about the murder of George Floyd by Minneapolis police officer Derek Chauvin earlier this week. I suspect many of you have had similar feelings. I am furious about the utter disregard for Mr. Floyd’s life and suffering, displayed by Chauvin as he kneeled, with the full weight of his body, on Mr. Floyd’s neck for nearly nine minutes! I am disgusted that the other police officers on scene did nothing to intervene and assist Mr. Floyd, despite his assertions that he could not breath and the appeals of the horrified bystanders. I am frustrated that the actions of Chauvin and the other officers have brought discredit to thousands of law enforcement officers throughout the country who genuinely try to serve their communities in a professional, ethical and Constitutional way. I am saddened that there is another incident that gives people of color cause to be fearful of interactions with the police. I also am saddened that there are communities throughout this country that are being burned, looted and terrorized. I am concerned about the trauma this incident and its aftermath is causing so many people. I am concerned for the safety of the residents of the communities experiencing violent protests. And I am concerned for the safety of law enforcement officers and other first responders trying to bring order to chaos without exacerbating the situation, while at the same time ensuring the rights of people to peacefully protest. Shortly after learning of Mr. Floyd’s murder, I met with the command staff of the Sheriff’s Office to discuss the incident. They all shared my anger, disgust and frustration. I asked them to help me look at our policies, procedures, training and culture to see if there was anything that would signal to our staff that what happened to Mr. Floyd was acceptable. We do not believe there is and will work to ensure that there never is. I asked that our front-line supervisors and defensive tactics instructors speak with our deputies about this incident and reinforce that what happened to Mr. Floyd was unacceptable and illegal! I have also spoken to many of our deputies about this incident and I am heartened by the fact that without exception they are all angry and disgusted by what happened to Mr. Floyd. We will continue to engage with our staff to ensure everyone is on the same page. In closing, I want to say we at the Butte County Sheriff’s Office are proud to serve the residents of Butte County and are thankful for the support we have. We are human and therefore not perfect, but I believe we are overwhelmingly dedicated to serving all members of our community in a professional, ethical and Constitutional manner. There are lessons to be learned from this tragedy and we are committed to learning them. I will be praying for peace and healing throughout our countryI hope others will join me.

At Restoration 1 we are committed to helping our community and its first responders. This past Monday we expanded on the work we are doing with the Butte County Sheriffs Department and went to their training facility to treat the vast majority of patrol vehicles and interceptors with disinfectant while the officers were receiving training. Law enforcement has been particularly hard hit by COVID-19 and we at Restoration 1 are happy to donate our time and skill to clean their vehicles. The manpower and funds that the Department would have had to spend on cleaning can be used in other ways to help keep our community safe. We had a blast meeting the guys and got another close-up view of our county's law enforcement. Anything we can do to help you guys, just let us know!
