#YuccaValley Today at 12:33 p.m. deputies in the Yucca Valley area attempted a traffic stop near Paxton Rd./Imperial Dr. and the driver failed to yield. During ...the pursuit the suspect/driver bailed out of the vehicle in the area of Dumosa/Sunnyslope and ran into the desert; moments later a deputy was shot. The deputy has been airlifted to a hospital and his condition is unknown. The suspect has been located and the investigation is ongoing. Additional information will be released once it is confirmed.

Investigators learned there was a second person who assisted Fabian Herrera at the time of this incident. 53-years-old Lisa Vargas, who is not a licensed bail agent, has been identified as helping Herrera. Lisa Vargas is wanted by investigators for her involvement in this incident. There is a warrant for her arrest, and anyone with information regarding her whereabouts is encouraged to contact law enforcement. Anyone with information regarding the incident is also asked to contact Riverside Sheriff Investigator Bishop at (951) 955-2777 or District Attorney Investigator Munoz at (951) 955-5506. Original Details: On April 23, 2021, at approximately 1:47 AM, the Palm Springs Police Department received a call for service to assist bail agents attempting to arrest a suspected fugitive. Officers responded to the 100 block of East Via Escuela in Palm Springs and met with bail agents who were inside the location attempting to arrest the fugitive. During the incident a bail agent discharged his firearm striking the fugitive. Despite life-saving measures performed by the officers and medical personnel, the suspect ultimately died at the scene. Officers from the Palm Springs Police Department did not discharge any firearms. The decedent was identified as 33-year-old David Spann. It was learned the bail agent, 36-year-old Fabian Herrera, was not properly licensed and due to his criminal history, was prohibited from possessing firearms. Although Spann was wanted by a bail agency, there was no warrant for his arrest by law enforcement. As a result of this investigation, Fabian Herrera was arrested and booked for murder. Due to Palm Springs Police Officers being present during the shooting, investigator’s from the Riverside County Sheriff’s Department Force Investigations Detail were called to assist in the investigation. The Riverside County Sheriff’s Department Force Investigations Detail is comprised of sheriff’s and district attorney investigators will lead this investigation. Update to Kidnapping Arrest: Joseph Harvey (02/25/1990, resident of Bermuda Dunes) has been identified as the suspect in the reported kidnapping from 01/24/2021.... The investigation led to Harvey after receiving information from witnesses, surveillance footage and apparent facial trauma when he was contacted by detectives. Harvey will be booked at the Smith Correctional Facility for PC 459 (Burglary), PC 207 (Kidnapping) and PC 3056 (Parole Violation). The Palm Springs Police Department is seeking similar incidents involving this individual. If you have any information regarding this kidnapping incident or had contact with this individual in a similar manner, please contact Detective Escallada at 760-323-8129. Anonymous information can also be provided to Crime Stoppers at 760-341-7867. All suspects are innocent until proven guilty in a court of law.
