EVMWD receives $8.9 million grant towards expansion of regional facility Funding from the Bureau of Reclamation helps EVMWD meet growing demand Lake Elsinore, CA Elsinore Valley Municipal Water District (EVMWD) has received an $8.9 million grant from the United States Bureau of Reclamation towards the expansion of its Regional Wastewater Reclamation Facility. The project will significantly increase capacity of the facility and equip EVMWD to meet the needs of the community’...s growing population. The Bureau of Reclamation’s WaterSMART Program funds the planning, design, and construction of water recycling and reuse projects. These projects help communities preserve and diversify local water supplies by reclaiming and reusing water within the region. We are very grateful to the Bureau of Reclamation for their generous support of our regional expansion project, said Phil Williams, president of the EVMWD board of directors. As our community continues to grow, these improvements will help us to meet projected demand and diversify available water supplies, ensuring reliable service both now and in the future. With growth in the area projected to increase nearly 50 percent over the next 25 years, water consumption and wastewater production will place a greater demand on EVMWD’s system. The expansion of EVMWD’s regional facility will increase capacity, upgrade treatment processes and improve efficiency. By expanding its regional facility to treat an additional 4 million gallons of wastewater each day, EVMWD will be able to support population growth and produce an increased supply of recycled water. In turn, this will reduce dependence upon imported drinking water sources that would typically be used for irrigation. The project, which is in the construction phase at this time with completion anticipated in 2024, has received a total of $138.8 million in grants and low-interest loans. The District’s diligent pursuit of grants and low-interest loans has significantly subsidized the costs of this project, ensuring that ratepayers continue to receive affordable water and wastewater services. EVMWD is one of only two recipients selected to receive WaterSMART’s Title XVI Water Reclamation and Reuse funding in the most recent cycle. The District was honored to receive $8.9 million out of the total $9.5 million awarded this year.

EVMWD SHOWCASES WATER TREATMENT, CONSERVATION AND RELIABILITY AT FREE FAMILY EVENT LAKE ELSINORE, CA. EVMWD’s annual Splash into Spring event will take place Saturday, March 14 from 10 a.m. to 1 p.m., at the EVMWD headquarters located at 31315 Chaney Street in Lake Elsinore. The Annual Community Water Festival is a FREE family event where attendees will learn about the process EVMWD uses to treat more than 5.5 million gallons of sewer water per day, the construction and main...tenance of more than 700 miles of pipeline throughout the EVMWD service area, and saving money and water with a more water efficient home and landscape. Attendees will get a peek into the daily work at the District through a variety of demonstrations and interactive displays. Activities include a virtual tour of the Colorado River Aqueduct, fixing a leaky water main, performing a valve exercise, cleaning up a polluted watershed, and exploring pipes with robotics and video cameras. Visitors can also take a tour of the facility’s sewer treatment plant, to see how wastewater becomes recycled water. Landscape and irrigation experts, UCCE Riverside County Master Gardeners, local nurseries, and home improvement stores will be available to answer questions about outdoor irrigation, California friendly plants, gardening, and water-saving appliances and devices.

EVMWD awarded gold status for water conservation standards LAKE ELSINORE, CA. Elsinore Valley Municipal Water District (EVMWD) recently received gold status recognition for providing an effective Water Conservation Program from the Alliance for Water Efficiency (AWE). EVMWD was recognized for efforts related to customer billing and education practices as well as distribution system management. Critical elements included conservation and resources planning, public information... and education, universal metering practices and landscape efficiency programs EVMWD is one of only three agencies in the nation to receive the gold status recognition. It is an honor to be recognized for this achievement, said Andy Morris, EVMWD’s president of the board. It is the efforts of our customers and the work of our staff which ensures water sustainability for the future. This demonstrates staff’s commitment to ensuring water conservation both outside and inside the district, said Haley Munson, water efficiency specialist for EVMWD. We are leading the way in water loss prevention. The District has been added to AWE’s Leaderboard website to showcase this achievement. Joint Statement on Behalf of Canyon Lake Property Owners Association and Elsinore Valley Municipal Water District Dear Homeowner, The Canyon Lake Property Owners Association (CLPOA) and Elsinore Valley Municipal Water District (EVMWD) have worked cooperatively over the last several years and are now pleased to announce that a Canyon Lake Shoreline Improvements Litigation Settlement has been reached. We are awaiting final Court approval of the terms of the settlement. The main... details of the settlement are: All existing encroachments up to the settlement date on the Shoreline / Lake will be grandfathered. All lakefront homeowners will follow a new process for constructing Shoreline / Lake improvements. This process will include a License Agreement between the homeowner, CLPOA and EVMWD. In order to standardize and clarify property rights regarding the improvements along the shoreline and the lake, the Court is considering granting class certification to all lakefront homeowners. If you are a lakefront homeowner, you will be provided details from the court as to your rights. While CLPOA and EVMWD are developing a new encroachment approval process, a temporary application moratorium for new encroachments other than docks and seawalls is currently imposed. CLPOA will post updated information on its website once the application process is reopened. Background The Lake, including the Shoreline, is owned by EVMWD. CLPOA leases the Lake and Shoreline from EVMWD. At the discretion of CLPOA and EVMWD, Lakefront homeowners can maintain certain Shoreline/Lake improvements In 2013, CLPOA and EVMWD began negotiations over the terms of an extension of the Lake Lease, which resulted in the addition of the 5th amendment to the lease in 2017. Recognizing the importance of this matter for the Canyon Lake residents, CLPOA and EVMWD engaged in many discussions over the boundary of the lease to allow homeowners to request improvements along the Shoreline / Lake. Thousands of enhancements along the Shoreline / Lake were considered and some challenges faced, as many of the agreements were inconsistent or not recorded. Before signing the settlement, a survey was conducted, identifying existing encroachments . In June 2017, the survey was completed. In light of Governor Newsom’s announcement regarding the State of California’s intent to sue the federal government on the Central Valley Pro...ject (CVP) and the State Water Project (SWP), please see the below statement from Brenda Burman, Commissioner of the Bureau of Reclamation: From the beginning, we’ve been focused on cooperative solutions with the State of California to bring reliable water supplies to farms, families, communities and the environment. Today’s announcement by Governor Newsom is disappointing in his preference to have judges dictate these important projects instead of the career professionals at the federal and state levels who have developed a plan based on the best science and significant input from the public. If that’s their choice, we’ll see them in court.

EVMWD’s drinking water is safe to drink and meets or exceeds all federal and state regulations and drinking water standards. Our water is tested from both internal and external certified laboratories daily resulting in over 17,000 tests per year. 2. EWG study has limited scientific basis and acknowledges limitations in scope and methodology in their own study. 3. The data and health risk information is unsubstantiated and encourages consumers to purchase water filters raising questions about the intent of the study. Here is what we are up against. Please see the attached oppose unless amended coalition letter that EVMWD is participating in, to help protect State Water Project supplies. In essence, the bill seeks to address the federal rollbacks in protections for endangered species, it continues to have significant consequences for the State Water Project (SWP) and other legal users of water. If SB 1 were to become law, outdated permit requirements to protect fish, that are not based on... best available science, would govern state water project operations. To put it in some context, if SB 1 were law today and the California Fish and Game Commission listed Central Valley steelhead, in a water year like this one, the SWP would lose an opportunity to move and store 750,000 acre-feet of water to its customers, enough drinking water for nearly 7.5 million people for an entire year.
