Yes, The Fed did cut their rate today. No, this does not directly reflect mortgage rates. This is what a bank charges for short term money, so it is not directly tied to the 30 year bond. What does this mean? 0% does not mean that mortgage rates will change at all. The fact that the Fed has pledged to start buying the mortgage backed securities.
