Monterey Bay Military Community, Thank you very much for helping us safely navigate through COVID. We are doing very well as a community. However, please cont...inue to maintain your vigilance with mask wearing, distancing, and hygiene. We are at HPCON B. A few notes: SOCIAL GATHERINGS: No limit on socially distanced outdoor gatherings. Indoor gatherings in private residences are authorized, limited to 10 people, with masks worn. SERVICESI have challenged the garrison staff to plan to open more services. Expanded capacity at our CDC. Expanded capacity at the Porter Youth Center. Youth Sports Clinics starting in April. Group exercise classes at Price Fitness Center (to be announced). Unit intramural sports. FACE MASKSFace masks must be worn on DoD property with the following exceptions: When an individual is alone in an office with floor to ceiling walls with a closed door; For brief periods of time when eating and drinking while maintaining 6 feet distancing; When the mask is required to be lowered briefly for identification or security purposes; When necessary to reasonably accommodate an individual with a disability; When inside your home and no one outside of your household is present; When conducting outdoor physical activities alone, or in a group, including unit physical fitness and unit organized sports, with 6 feet social distancing. If 6 feet social distancing cannot be maintained a mask must be worn. A mask must be carried at all times. When under the age of five. *Face masks policy is still outside of my authority. Our senior commander, LTG Rainey, is the approval authority for any exceptions. We worked with LTG Rainey and his staff to get the exceptions listed above. VACCINATIONSWe are doing extremely well with vaccinations. We will complete Phase 1 of COVID vaccinations this week. We are beginning Phase 2 of COVID vaccinations next week. Please be patient, we have approximately 12,000 people in Phase 2. We are working in the following priority order based on risk: 1. Military Cadre 2. Faculty and Staff that are NOT teleworking 3. SMs in the Barracks 4. SMs Off-Post 5. Faculty/Staff 6. Family Members 7. Retirees Vaccine doses are coming in; but we may see a trickle over the coming weeks since we are ahead of the Army and Monterey County. On the second Monday of the month, starting November 9th from 10-1100, we will be hosting families in person in front of Army Community Service (General Stilwell Community Center) for our monthly Learn on the Lawn event. Each month will feature a different theme or activity to include children’s art classe...s, music and movement sessions, etc.! NOTICE: Below is the required personal protective equipment that is REQUIRED to be worn, and the requirement for Service members to have completed SAFETY TRAINING. Failure to comply is grounds to be denied entry onto the installation and be subject to punitive measures. From PoM Regulation 190-5... MOTORCYCLES, MOPEDS, MOTOR SCOOTERS AND ALL-TERRAIN VEHICLES (ATV)(PUNITIVE). Service Members who operate motorcycles, mopeds, motor scooters, and ATVs on the Presidio of Monterey must have completed the Installation Safety Motorcycle Defensive Driving Course (or service equivalent) described in AR 385-10 (The Army Safety Program). Motorcycles and mopeds on Presidio of Monterey will have their headlights on during operation. Rearview mirrors will be on both the left and right side handlebars. Civilian personnel or contracted laborers that are properly licensed to ride a motorcycle shall not be required to receive service sponsored training, or to prove that they have taken other motorcycle training as a requirement to operate a motorcycle on Presidio of Monterey, exception is civilians or contractors that operate Government owned motorcycles, mopeds, motor scooters and ATVs All operators and passengers of these vehicles, Service Member or civilian, will wear the following personal protective safety equipment: (1) A helmet constructed of reinforced, shatterproof plastic, approved by the Department of Transportation. The helmet must be properly fastened under the chin. (2) Shatterproof eye protection. A windshield or fairing is not sufficient. (3) Leather boots or over the ankle shoes. (4) Long trousers and a long sleeved shirt or jacket. (5) Full fingered gloves. (6) High visibility garments and retro reflectorized vests are encouraged. Service Members will wear the safety equipment listed above when operating a motorcycle on or off post. Coyote Alert The California Department of Fish and Wildlife and the Presidio of Monterey Natural Resource Program Manager, April Andujar, have been receiving an increase in reports of coyotes, raccoons, and even mountain lions observed near homes and barracks during the day. We live in what is known as a Wildland Urban Interface. Our housing areas are all bordered by wildland. This means that wild animals will always be frequent visitors to our housing areas. The important as...pect is that we want these animals to remain wild and not feel comfortable to take up residence in our urban environment. This is called being habituated and means these animals have lost their fear of humans. This can and already has led to an increase in conflicts between wildlife, humans, and their pets. Ms. Andujar, with the approval of the California Department of Fish and Wildlife, is encouraging residents to begin a coyote hazing program. This will discourage coyotes from feeling comfortable in our housing areas. If you see a coyote near your home, please take the following actions: 1. Make eye contact with the coyote. If there is more than one focus on the lead animal. Do not turn your back on the coyote or run away. Make sure the coyote has an escape route away from you. 2. Shout Go away, wave your arms, and stomp your feet. 3. Use noise makers, whistles, or spray water from a hose at the coyote. 4. If you can safely reach for sticks or rocks, throw them in the direction of the coyote. Do not try to hit the coyote as that may cause them to become more aggressive. 5. The coyote might only move 10-15 feet away at first then turn and look back to you. Continue to haze until they leave the area. 6. Do not haze a sick or injured animal, or a mother with pups. 7. Hazing is a community effort, encourage your neighbors and co-workers to haze. Everyone should vary their hazing techniques. Videos demonstrating hazing techniques are available on the Presidio of Monterey Environmental Facebook page (https://www.facebook.com/POMEnvironmental). You may also contact us on this Facebook page for any questions. As a reminder, Command Policy Letter #27 prohibits the feeding of feral cats and all wildlife. Feeding of wildlife is also potentially subject to fines from the California Department of Fish and Wildlife. All wildlife is managed under the authority of the California Department of Fish and Wildlife. Only CDFW can make the decision to trap or issue a predation permit. The POM Police Department may only kill wildlife if they are posing an imminent danger to humans or domesticated pets. If that is the case please call 911 immediately.
