Two more pieces of testimony in the usual May rush. Filed testimony for The Utility Reform Network on Southern California Edison's electric generation costs on May 5, recommending a reduction of about $35 million. Filed testimony for Energy Outreach Colorado on May 13, providing an alternative to Public Service of Colorado's gas cost allocation and recommending a reduction in its residential gas customer charge to $11 instead of the Company's proposed increase to $15.

THE BOOK IS OUT. Bill Marcus is holding up a book he and his colleagues (Jim Lazar and Paul Chernick) were asked to write by the Regulatory Assistance Project to provide a modern perspective on electric cost allocation issues.
