BELOW ARE THE MAJOR HIGHLIGHTS OF THE JANUARY 21, 2020, CITY COUNCIL MEETING. Received a report on the City’s homelessness efforts and initiatives. Received a report on the solar powered flashing beacon appurtenances (located on the west side of Highland Avenue at 18th Street) and directed staff to implement Option 2, which is to relocate the solar panel, battery and controller to the existing steel pole on the east side of Highland Avenue at 18th Street, and install a shorte...r steel pole for the pedestrian push button where the existing steel pole is (on the west side of Highland Avenue). Requested that staff provide parking meter revenue enhance opportunities to the Finance Subcommittee for recommendation to the City Council. Conducted a Public Hearing and adopted ordinances regarding Accessory Dwelling Units (ADUs) and Junior Accessory Dwelling Units (JADUs), consistent with new State requirements. Directed staff to move forward with Downtown Manhattan Beach and North Manhattan Beach Business Improvement District beautification measures that included: painting refresh of curbs, installing a scrambled crosswalk at two intersectio...ns (with an undetermined public art opportunity), installing one additional big belly solar trash can, and exploring installation of string/tree-up lighting. Further, City Council directed staff to include crosswalk and sidewalk replacement for consideration as part of the upcoming Capital Improvement Plan process. Directed staff to grant hardship extensions to tobacco retailers requesting additional time to comply with Urgency Ordinance No. 19-0016-U that prohibits the sale of electronic smoking devices, vaping products and flavored tobacco in the City. and more

Following the vote, the Manhattan Beach City Council adopted a resolution approving the Final Engineer’s Report, forming the assessment district, and authorizing the assessments. The Engineer’s Report described the allocation formula used to apportion the total project costs to each parcel in District 19-4 and provided the fully-burdened assessment ranges, which are as follows: Residential Full Parcel Assessment Range: $35,851 to $61,120 Residential Partial Parcel Assessment Range: $14,650 to $36,885 Commercial per Parcel Assessment Range: $42,280 to $128,323
