Californians narrowly passed Proposition 19 in November of 2020. Prop 19 will significantly change property tax rules for older homeowners selling their houses and family members inheriting homes and rental properties. Proposition 19 severely limits the conditions under which property owners can transfer California real property between parents and children without triggering property tax reassessment. The housing market remained strong in the second quarter as buyers rushed to take advantage of record-low mortgage rates. Limited housing inventories mixed with strong buyer demand has helped fuel the increases in home prices.
