DOWNTOWN SAN DIEGO QUIET ZONE PROJECT NOVEMBER UPDATE The federal rules governing the implementation of Quiet Zones apply to public right-of-way railroad cros...sings that include vehicles and pedestrians. The San Diego Quiet Zone consists of 13 public right-of-way railroad crossings that are in the Downtown Community Plan Area. Crossings from Park Boulevard at Harbor Drive north to Fifth Avenue, First Avenue, Front Street, Market Street, Kettner Boulevard and G Street, Broadway, Ash Street, Beech Street, Cedar Street, Grape Street, Hawthorn Street, and Laurel Street are included in the San Diego Quiet Zone. Park Boulevard will be constructed as a separate project. Federal Railroad Administration (FRA) Quiet Zone Establishment The improvements are now complete and inspected. All required testing has been deemed successful. The Notice of Establishment has now been filed by Civic San Diego on behalf of the City of San Diego for the new 24-hour Quiet Zone in accordance with the regulatory provisions contained in Title 49 of the Code of Federal Regulations, Parts 222 and 229 Use of Locomotive Horns at Highway-Rail Grade Crossings; Final Rule (Final Rule). Effective November 24, 2012 the routine sounding of train horns at crossings will be restricted within the Quiet Zone. The City of San Diego, Civic San Diego, San Diego Metropolitan Transit System, BNSF Railway, and the North County Transit District are working with the California Public Utilities Commission (CPUC) and the Federal Railway Administration (FRA) for solutions to the sound of the Pedestrian warning bells at the at-grade crossings near adjacent residences. On November 2, 2012, a diagnostic team meeting was held in the field to move forward with a variance from the current standards for the warning bells that are utilized at each of the at-grade crossings. The team will be preparing a work plan that includes computer simulations and recommendations to reduce bell noise levels near residences to the extent practical while still complying with relevant safety regulations.
