In 2016, the lifetime exemption amount is $5,450,000. Because the exemption is so large, gift tax is rarely owed. ... When gift tax is owed, the donor is generally responsible for paying any gift tax that may be due. For donors with large estates, paying the gift tax is another means of reducing their estates for Estate Tax purposes. Under special arrangements the donee may agree to pay the tax instead.
