The City of Lakeport and Lakeport Disposal Company, Inc. wish to announce that a Community Cleanup Day for City of Lakeport residents will take place Saturday, April 24, 2021 between 8 a.m. and 3 p.m. in the public parking lot north of the Fifth Street boat ramp in downtown Lakeport. This event is limited to City of Lakeport residents and those dropping off trash and waste, will be required to provide photo identification and a copy of a City of Lakeport utility bill. Partici...pants are required to follow the following COVID-19 safety protocols: Face covering must be worn! One person per vehicle Stay in vehicle while Lakeport Disposal staff unloads materials 2 visits MAXIMUM per each address Household trash, televisions, specified appliances, electronic waste, mattresses, household furniture, unusable clothes/blankets/towels and similar materials will be accepted. COVID-19 Update: Surge Slowing Statewide, but Lake County is Peaking - 3 COVID-19-Related Deaths Reported in the Past 7 Days Nota: En español abajo Lake County,... CA (January 15, 2021) The steep post-holiday climb in COVID-19 cases in California appears to be leveling off, signaling hope the surge is slowing down. However, Lake County is still seeing a rise in cases, hospitalizations, and deaths; we lost 3 people to COVID in the last 7 days. ICU Capacity Near 15%, No Regional Stay Home Order Yet ICU capacity in the Northern California (RANCHO) Region is hovering around 15%. If we drop below that threshold, a "Regional Stay Home Order" will take effect at 11:59pm the following day. While we are not there yet, we have been seeing a general downward trend over the past few weeks. Information and answers to Frequently Asked Questions regarding the Regional Stay Home Order are available here: https://covid19.ca.gov/stay-home-except-for-essential-needs/ Vaccine Update Widespread COVID-19 vaccination is essential to our return to a more normal way of life, but there is not nearly enough supply to meet the demand. State Guidelines determine vaccine priority, more information is available at https://covid19.ca.gov/vaccines/. In the four weeks since the first doses arrived in Lake County, we have offered vaccine to the majority of people in Phase 1A. We are now setting up larger vaccination clinics that can expand as more vaccine becomes available; so far, we are only getting 300-400 doses per week. Phase 1A-eligible individuals that have not yet been vaccinated, and the following Phase 1B, Tier 1, groups will be able to get vaccine starting next week: Teachers and school staff (appointments scheduled through each School District) Individuals aged 65 and older (contact your medical provider, Senior Centers will also be reaching out to vulnerable people they regularly serve) Public Health is not currently offering general appointments. We expect that to change in coming weeks, and appreciate your patience. Updates will be available at http://health.co.lake.ca.us/Coronavirus/Vaccines.htm. Because supply has been unpredictable, with very limited notice provided, vaccine clinic locations will be announced as they are ready. There will be at least one at each end of the lake. No one will be vaccinated without an appointment. We are committed to making vaccination available to other groups as quickly as possible; emergency services, childcare, food and agricultural workers will be next. Remember, COVID-19 activity is more widespread than it has ever been in Lake County, and continuing to climb. The next few weeks are likely to be the most difficult time of the pandemic. Community: Lakeport PD Investigating Recent and On-going Illegal Hunting at Waste Water Treatment Facility Lakeport Public Works Department The Lakeport Police Department is currently investigating occurrences of Illegal Hunting at the Lakeport Waste Water Treatment Facility located on Linda Lane in South Lakeport. There has been an increase in this activity as reported by neighbors, who have heard gunshots, and facility workers, who have found evidence of this activity, especially during weekend days. Anyone with information about current or previous illegal hunting activities at that location is encouraged to contact the LPD @ 263-5491, option 1, and report it!! This crime is very serious and poses a significant danger to nearby residents.

AGE PROGRESSION IMAGES OF MISSING PERSON STEVEN WILLIAM BRANSTON Date: September 22, 2016 The Lakeport Police Department (LPD) is continuing to investigate the case of missing person Steven William Branston who was reported missing in Lakeport, California in October 1996 but last known to be in Honolulu, Hawaii in August 1996. See more information on this case on our website www.lakeportpolice.org on the page Missing Persons Unsolved at http://cityoflakeport.com/departmen...ts/page.aspx In September of this year, the LPD worked with international Forensic Artist Diana Trepkov (Owner of Forensics by Diana http://www.forensicsbydiana.com/index.htm) to complete two hand drawn age progression images of Branston. These two images were based off two different known photographs of Branston when he was approximately 20 years old and intended to show what he may look like today at age 40. Both age progression images along with the two original photographs are attached to this release. Ms. Trepkov has been involved in 199 law enforcement cold cases throughout Canada and the United States and is experienced in numerous areas of forensic art including: Composite Drawings/Police Sketches, Postmortem Reconstruction, Surveillance Video Sketching, Facial Reconstruction of the Skull, Historical Facial Reconstruction and Age Progressions. Additionally, Ms. Trepkov has been a speaker at law enforcement conferences in both Canada and the United States, is an advocate for the homeless, missing persons and children and is the author of four books including: Faceless, Voiceless From Search to Closure, A Forensic Artist’s Inspirational Approach to the Missing and Unidentified. It is our hope that these new age progressed images will assist in generating leads to determine the whereabouts of Branston. Lake County, CA The County of Lake Health Services Department, Public Health Division, was saddened and troubled to learn of tragic recent deaths in Lake County that may have resulted from non-prescribed opiates or other drugs compromised, or laced, with an opioid pain management drug. Immediate concerns remain, and Lake County residents in possession of non-prescription drugs, and particularly MDMA, should not take them, as they may be laced.

Stolen Vehicle Increase in the City of Lakeport Since the start of this Fiscal Year (July 1, 2020), we are seeing a significant increase in vehicle thefts in the City of Lakeport over what we experienced in the last couple of years. As of last Friday after we had 4 vehicles stolen in one night, we hit a total of 16 vehicles stolen since July 1. Over the past two and one half years, our vehicle theft numbers are as follows:... July 1 2018-June 30-2019; Stolen 17/ recovered 10 (12 months) July 1, 2019-June 30, 2020; Stolen 27/ recovered 17 (12 months) July 1, 2020-Nov 9, 2020; Stolen 16/ recovered 15 (4 months) We want to remind our residents to take precautions to prevent their vehicles from being stolen. In some cases vehicles have been left unlocked with the keys inside. Here are some ways to prevent thefts: Close and lock all windows and doors when you park. Park in well-lit areas. Do not leave the area while your vehicle is running. Do not leave your keys in your vehicle. Always remove or place your valuables out of sight. The included graphic provides additional tips. Additionally we ask that the public report all suspicious activity and persons to us. We hear of examples where persons saw suspicious activity in a neighborhood including subjects checking door handles for unlocked vehicles but it was not reported at the times of occurrence. Getting reports of suspicious activity as it is happening gives us a better opportunity to prevent crime and apprehend offenders.

So far we have recovered three but this White 2000 Honda Civic 2 Door Hatch Back with California License Plate # 8FKP787 remains outstanding. Below please find the number of ballots remaining to be counted as of November 5, 2020 during the 28-day Official Canvass period: Vote-by-Mail (VBM) ballots received through Election Day, November 3rd: 9,983 VBM ballots received on November 4th: 232 VBM ballots received on November 5th: 73 Vote-by-Mail ballots dropped off at the Polls on Election Day: 4,344 Provisional & Conditional Ballots voted at the Polls on Election Day: 2,950 Provisional & Conditional Ballots voted at the Elections Office: 159 Vote-by-Mail ballots that require further review for various reasons: 529 GRAND TOTAL: 18,270 NOTE: Newly enacted law, Elections Code section 3020(d), changed the deadline for elections officials to receive vote-by-mail ballots returned by mail for the November 3,2020 General Election. It allows County Elections Official to count a vote-by-mail ballot if it is POSTMARKED on or before Election Day and delivered to the elections office by the US Postal Service or a private mail delivery company no later than seventeen (17) days after Election Day (November 20, 2020). OFFICIAL CANVASS AND VOTE-BY-MAIL PROCESSING There are many checks and balances when certifying the election results. The process of certifying election results, also known as the official canvass, is mandated by state law to make sure the public can have confidence in the integrity of the final results. Staff members are working very diligently on completing all tasks required to certify the election. After the VBM voter’s information has been entered and proofed; the VBM envelopes have to be sorted by voting precinct. Staff must verify the number of VBM’s processed by voting precinct before the envelopes can be opened. Once staff balances, the envelopes can be opened. Once the ballots are removed, staff must count the number of ballots and the number of envelopes in order to make sure that all of the ballots are removed from the envelopes to be counted. Polls Provisional Ballots are cast at the Polling Places on Election Day. Some of the reasons a voter is issued a Provisional Ballot: The voter’s name is listed on the Active Voter Roster List as a Vote-by-Mail Voter and the voter is unable to surrender his/her VBM ballot in order to be issued a polls ballot. The voter’s name is not printed in the Roster-Index, has moved and did not re-register to vote at his/her new residence address. A voter is voting in the wrong voting precinct and not his/her assigned voting precinct. A first time voter who is required to provide ID, but is unable to do so. The voter’s eligibility to vote cannot be determined by the poll worker. Conditional Voter Ballots issued to a person personally visiting either the Lake County Registrar of Voters or a voting precinct no later than the close of the polls (prior to 8:00 p.m.) on Election Day. These voters are Lake County residents who missed the regular voter registration deadline of November 19th but they still have the option to vote in an Election by conditionally registering to vote and casting a conditional ballot (same day voter registration). Voters that were able to surrender their vote-by-mail ballot, were allowed to sign the Roster-Index and were issued a ballot at their assigned polling place, and then their voted ballot was deposited into the ballot box. After the polls closed, the voted precinct ballots were returned to the Courthouse and counted on Election Night. In addition, all of the Roster-Indexes must also be examined for errors or omissions. Staff checks the Ballot Statement including the number of returned voted ballots against the number of voter’s who signed the Roster-Index. Provisional and Conditional voter signatures also need to match the number of voter Provisional and Conditional Ballots. Once this done, staff must enter voter history from each of the Roster-Indexes and record it into the voting system as voter history. These voters are Lake County residents who missed the regular voter registration deadline of November 19th but they still have the option to vote in an Election by conditionally registering to vote and casting a conditional ballot (same day voter registration). Voters that were able to surrender their vote-by-mail ballot, were allowed to sign the Roster-Index and were issued a ballot at their assigned polling place, and then their voted ballot was deposited into the ballot box. After the polls closed, the voted precinct ballots were returned to the Courthouse and counted on Election Night. In addition, all of the Roster-Indexes must also be examined for errors or omissions. Staff checks the Ballot Statement including the number of returned voted ballots against the number of voter’s who signed the Roster-Index. Provisional and Conditional voter signatures also need to match the number of voter Provisional and Conditional Ballots. Once this done, staff must enter voter history from each of the Roster-Indexes and record it into the voting system as voter history.
